  1. Meeting of Quincy Township Board of Supervisors was called to order at 8:30 am. by Chairman

    Bumbaugh followed by the Pledge of Allegiance.  one resident, three representatives from the Abate of PA Monterey Pass Motorcycle Club Chapter 52, Mike Hansen and Jim Kauffman were in attendance.

     

  2. There was no initial public comment.

     

  3. The minutes of March 26, 2018 were approved as written and the bills for March 2018, except those paid to the Supervisors on a Gunder/Bumbaugh motion. Motion carried unanimously.

 

  1. A Memorandum of Understanding has been prepared with the Mont Alto Municipal Authority and it has been sent to counsel for review with the changes that we would like to see made. Once the memorandum has been approved by MAMA an agreement will need to be made with White Rock. Supervisor Bumbaugh has spoken to Patti Nitterhouse and they should be having a sketch plan in the office within the next two weeks for the Town Center Development.

 

  1. The Grant for the Acquisition of 6.6 acres of land adjoining our Park was filed on April 9, 2018. This is a 50 % matching funds grant. The total acquisition amount which includes survey and subdivision, etc. was for $50,958 of which the Township would have to pay $25,479. Supervisor Gunder met with Park Advisor, Jay Schreibman, from DCNR, who looked at the park and the land to be acquired, and he liked what he saw.  We also applied for a Waiver of Retroactivity, which gives us the ability to recoup expenses incurred for the acquisition retroactively.

 

  1. A Gunder/Bumbaugh motion approved the appointment of Kim Roberts and Cathy Kozain to the Park Committee. This brings the Park Committee up to its full complement of 7 members.  Motion carried unanimously.

 

  1. The Abate of PA Monterey Pass Motorcycle Club Chapter 52 was in attendance to ask the Board to proclaim the Month of May as Motorcycle Safety Awareness Month. A portion of the Proclamation was read aloud and a Gunder/Bumbaugh motion approved Proclaiming May as Motorcycle Safety Awareness Month. Motion carried unanimously.

 

  1. A letter has been received about renovation of the Tomstown Pump. The Blue Rock church has been approached about putting the pump trough in the parking lot they own on the other side of Tomstown Road.  A plague could be erected where the pump now stands and a sign directing users to the new location. Before any move can take place or renovations done, the proposed public water main for that section of Tomstown Road would have to be completed so those residents who are dependent upon water from the line running to the pump would have an alternate supply source and would no longer be dependent on the private line. A Gunder/Bumbaugh motion approved making a commitment for a future initiative to move and restore the pump trough whether through Township sponsored funding/grants; or private donations/volunteer labor or both. The Second Class Township Code does allow the Board some latitude with regard to Historical Property or ancient landmarks.  Motion carried unanimously.

 

  1. Supervisor Gunder informed the Board that the 2020 Census information has been received and the address list updates must be in by June 1, 2018.

 

  1. Portnoff has informed the Township that their letters are ready to send to delinquent sewer customers.

 

  1. Gunder/Bumbaugh motion approved the Township being against the State collection of Earned Income Tax and Per Capita as well. Motion carried unanimously.

 

  1. Supervisor Bumbaugh informed the Board that Mike McCamley, our well hydrogeologist, is coming to day to meet about future well sites, and the reservation of land for such sites.

 

  1. The Tax Collector wishes to inform the Board that the delinquent per capita tax list is going to the collection agency J.P. Harris today.

 

  1. The Board on a Gunder/Bumbaugh motion adjourned to an executive session for possible litigation for three property owners who were sent violation notices under the Nuisance Ordinance.

 

  1. The Board reconvened from Executive Session at 9:30 a.m.

 

  1. The meeting adjourned at 9:35 a.m. on a Gunder/Wilson motion.
