  1. Meeting of Quincy Township Board of Supervisors was called to order at 6:30 p.m. by Chairman

    Gunder followed by the Pledge of Allegiance.  One resident was in attendance.


  2. There was no initial public comment period.


  3. The minutes of March 14, 2019 were approved as written along with the bills for March 2019, except those paid to the Supervisors on a Bumbaugh/Wilson motion.  Motion carried unanimously.


  1. An update was given on the extra CDBG money that the Township was to receive to use toward the Quincy Village waterline extension. That money is no longer available for the Township to receive for 2019 since it had to be used by April 2019 and that timeframe was not realistic. The earliest we can receive any future funding for this Project through the CDBG program would be in 2021. We have already gotten approval for $62,000 for the Tomstown Road extension through the CDBG program and there is a good chance of the remaining funds coming our way to use in 2019 from the 2018 CDBG Program. Phil Tarquino from the Franklin County Planning Commission, who was the contact person for the CDBG funding, will be retiring on May 1st.


  2. The Blue Rock Church as offered for sale their parking lot across Tomstown Road from the Church. It contains .07 acres. We have requested an appraisal of the parcel through Horn & Horn.


  1. If it is necessary to have a workshop meeting, the decision will be made on April 22 and advertised at that time because we would need to change the date from April 25 to April 24 at 8:30 am.


  1. A Bumbaugh/Wilson motion approved Supervisor Gunder the authority to research the Soccer Shots Program for Children between the ages of 2 and 8 years old.  Motion carried unanimously.


  1. The Waynesboro Authority has requested a letter from the Township Planning Commission stating that they have been informed of the water plant upgrade taking place at their water plant on Old Forge Road. A Bumbaugh/Wilson motion approved and authorized a letter being sent to that effect. Motion carried unanimously.


  1. Supervisor Bumbaugh informed the Board that the traffic study for Penn National Town Center has been completed.


  1. The Solicitor informed the Board that there are going to be more hearings on Transource in the future.


  1. There was no final public comment.


  2. A Bumbaugh/Wilson motion approved adjourning the meeting at 6:50 to an executive session and not returning afterwards.
