April 3, 2012

1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Six residents were in attendance. 

 2.      There was no initial public comment

 3.      The minutes of March 22, 2012 were approved as written and the prior month’s bills except those paid to the Supervisors on a Sanders/Bumbaugh motion. Motion carried unanimously.

 4.      An update was given on the TCE Public Water System. There is not much to report. The Supervisors will be meeting with DEP on April 17th at the Township Office. The meeting will need to be advertised.

 5.      The Furnace Road Water Project was discussed. Phil Tarquino and Dan Wolfe from the Franklin County Planning Commission has met with the Supervisors twice. They have also met with an engineer from Hill and associates, Mont alto’s engineering firm and with Jim Maun from Brindle and Associates which is the Township’s engineering firm. Between the two engineers and the County Planning commission, there are things that should not be in that agreement. Phil and Dan are going to meet with the Mont Alto Municipal Authority next.

 6.      The Franklin County Planning Commission is willing to file a Block Grant for the next two years for $75,000 each year. The project must be finished this year, so we will have to advance the money and then reimburse the General Fund.

 7.      Angela Brake has contacted the Township about a change to the state regulations for a Child Day Care Home. Because of the State change Angela would like to go from eleven children to fifteen. At the time our ordinance was written the regulation was eleven children maximum. The state has also divided it into age groups. The Board questioned whether she can increase to fifteen without a change in our zoning ordinance. Solicitor Lisko stated that a zoning ordinance amendment should be made before she can increase the number of children. Supervisor Gunder will start to work on our annual zoning ordinance amendment and Mike Hansen will research if there are in changes in the state building code that may need to be addressed before she can increase the number of children. The information should be available by the workshop. Also the Township will be looking at increasing her EDUs for her sewer if increase happens.

 8.      A Bumbaugh/Sanders motion approved restamping the Harlan Bayer Subdivision Plans. Motion carried unanimously.

 9.      A Bumbaugh/Sanders motion approved the Michael Noll Lot Addition. Motion carried unanimously.

 10.  Supervisor Gunder asked about Section 15-35 in the Township code. The act was made in 1974 for Human Services. He asked if we could use funds for helping people who cannot pay their sewer bills. Solicitor Lisko is going to research the Act and get back to the Supervisors.

 11.  The Zoning Officer gave a written report. The last two on the list have been cleared up. While investigating the grass clipping issue Mike observed a house across the road that is a hazard. The house is basically falling apart. Mike is to contact the owner Max Dupont about the house. Also, Mike is going to check about the chickens at the intersection of Mentzer Gap Road and Anthony Highway running loose.

 12.  Supervisor Bumbaugh informed the Board that he talked to Dan Baer about the mobile on Anthony Highway. Dan doesn’t want to tear down. Kerry informed him that Neil Verdick from DEP comes into the Township frequently and that if he see the mobile I that condition and that contamination can get in to the stream him. Will have DEP get involved and Dan doesn’t want that. Dan will get back with the Township and let know what he is going to do.

 13.  A Bumbaugh/sanders motion approved the box call changes for New Franklin. Motion carried unanimously.

 14.  We have budgeted for repaving of Spruce Road and Old Forge Road this year. Rick Levan has been contacted. Right now the price for superpave is down and we will be using costars. Also we will be tarring and chipping Capital Hill Road and the Park entrance.

 15.  Supervisor Sanders will contact Roger Sanders about signing the easement for the water line. He is to inform him that they are planning on poring in that area.

 16.  Supervisor Gunder informed the Board that the Franklin County Planning commission will have a meeting on April 10 to take public comment.

 17.  Supervisor Gunder has received word that the CDBG meeting to announce the recipients will be held on April 26, 2012. The Township has been informed that they are looking at giving us $75,000 this year and next to complete the Furnace Road water Project.

 18.  A Bumbaugh/Gunder motion authorized the expenditure this year to complete Furnace Road out of General Fund and to reimburse General Fund next year after receiving the CDBG money. Motion carried unanimously.

 19.  The Solicitor had nothing.

 20.  The Meeting adjourned at 7:45 pm. On a sanders/ Gunder motion.
