1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Eleven residents were in attendance. 

      2.      There was no initial public comment.

      3.      The minutes of  November 8, 2012 and the bills except those paid to the Supervisors were approved 

       on a Bumbaugh/Gunder motion.  Motion carried unanimously.

      4.      A Bumbaugh/Sanders motion approved the 2013 Budget for the Township. Motion carried unanimously.

      5.      The Tomstown TCE Water Project was discussed. Some progress has been made. The Geologist is working on a site drilling plan and there is a meeting scheduled for tomorrow with the well driller to discuss the drilling of a new well. Also we are pursuing a second well site for a second well.

      6.      Furnace Road Water Project has received some encouraging signs from Mont Alto Municipal Authority. It seems that they are backing off of the future customer request and on the seeking of a new well requirement in the Township.

      7.      A Bumbaugh/Sanders motion approved signing the Waynesboro Fire Service Agreement. Motion carried unanimously.

      8.      A Bumbaugh/Sanders motion approved the Carl Hawbaker Subdivision plans. Motion carried unanimously.

      9.      A Sanders/ Bumbaugh motion approved the Larry Bakner Subdivision Plans. Motion carried unanimously.

     10.  The Daniel Long Subdivision was approved on a Bumbaugh/Sanders motion with making sure that if Mr. Noll purchases the property, he is made aware that he will be responsible for maintaining the existing cemetery. Motion carried unanimously.

     11.  A Sanders/ Bumbaugh motion approved advertising the Township Employees’ Pension Plan Ordinance Modification. Motion carried unanimously.

     12.  A Bumbaugh/Sanders motion approved advertising the Cable Franchise Agreement Ordinance. Motion carried unanimously. Also the Board would like to ask Cohen Law Group if a franchise can be made with the phone company.

     13.  A Sanders/ Bumbaugh motion authorized an exploration of the north end of the Township for a public water system alternate well site. After the area is wattied the results are to be reviewed by the Board. Motion carried unanimously.

     14.  A Bumbaugh/Sanders motion approved submitting estimate to the American Legion for small games of chance funds for the Township Municipal Park Signage. Motion carried unanimously.

     15.  The audit for 2011 has been completed by Musselman and Creager. There were only a few minor items that the CPA would like to see done differently, but nothing was a finding that would be submitted to the state. The CPA‘s bill for the Authority is for multiple years and for the Township is for only one year.

     16.  The Zoning Officer was not present, but had given the Board a written report.

     17.  Supervisor Bumbaugh asked about the mower that we were going to replace this year before the new regulations take effect. B. Equipment, Inc. has a new tractor and mower under the Costars program pricing for $67,000.  The tractor at Costars price is $41,000 and mower is $26,000. After a discussion on finances, a Gunder/Sanders motion approved purchasing the tractor and mower. Motion carried unanimously.

     18.   The speed limit sign issue is still being addressed by Representative Todd Rock.

     19.  Supervisor Gunder went over the Franklin County Blighted Property Review Committee. Informing the Board that it would cost $250 for the Township to make application for each property.

     20.  Supervisor Gunder also informed the Board that the Franklin County Municipal Solid Waste Plan is available for review by anyone who wants to in the Township office.

     21.  Solicitor Lisko asked the Board about a discussion at COG about joint purchase of equipment by Municipalities and would also like the COG to get more involved in this effort.

     22.  During the final period of public comment, Tina Scheib asked about the Water project and whether it would be going past the property she owns on Tomstown Road. Where her house is located it will probably be ten years before public water is available there. Also she asked what size sign for the Municipal Park the Supervisors were discussing this evening.

     23.  Michelle Janson asked about the Township getting involved in the Franklin County Forward Development Plan. She informed the Board that the UN Agenda 21 is basically incorporated into the Plan and she would like the Board to take a look at it.

     24.  Ronnie Barnes asked if the water line is going to go down Mentzer Gap Road and was informed that it will on the opposite side of the road from his property.

     25.  The meeting adjourned at 8:30 pm on a Sanders/Gunder motion.
