December 6, 2016

1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman Bumbaugh followed by the Pledge of Allegiance. Two residents and the Record Herald Reporter were in attendance. 


2.      There was no initial public comment.


3.      The minutes of November 23, 2016 were approved as written and the prior month’s bills, except those paid to the Supervisors, on a Gunder/ Wilson motion, with Supervisor Wilson voting no.


4.      TCE Water Project update was given. Middour and Atkins are being connected tomorrow. We have 38 people to connect by the end of the ear. We have one resident that there may be a possibility of litigation. A Wilson/Gunder motion approved legal action if resident doesn’t hook up to the water system. Motion carried unanimously. Carroll Wilhide questioned what will happen if plume moves and contaminates other wells. He was informed that DEP would have to investigate.


5.      We have received an update from Scott Cramer about refinance of our sewer loan. With the impending election the interest rates have gone up, so it is not a good time to refinance. Scott will be keeping an eye on the rates for a good time to refinance.


6.      The Township van is having transmission problems, so we are looking for estimates to fix or purchase another van.


7.      Supervisor Bumbaugh informed the Board that the Emergency Alliance meeting was held on December 3, 2016. At that meeting the response time for fire and ambulance were discussed. The Alliance is requesting that each Municipality write a letter stating if they are in favor of the response time change or not. A Bumbaugh/Wilson motion approved writing a letter to the Emergency alliance in favor of the response time change to 5 minutes. Motion carried unanimously.


8.      The Contract with the South Mountain Fire Company was to be discussed but no from the fire company was present at this time. Waynesboro Fire Company’s Contract will be discussed with the Borough in January.


9.      During the final public comment period there was nothing.


10.  The Workshop meeting will be on December 22, 2016 at 8:30 am.


11.  The meeting adjourned at 7:20 pm.


12.  The meeting reconvened at 7:25 pm when Lane Carbaugh representing the South Mountain Fire Company arrived. Lane is here to see if the Supervisors have decided about the contract for South Mountain. A discussion followed on how the contracts were with all the fire companies that respond to calls in Quincy Township. Supervisor Gunder would like to see a per incident rate only for Waynesboro Fire Company. Also a discussion was held on the amount of calls each company responds to in a year. A Wilson/Gunder motion approved paying South Mountain fire Company $5684 owed to them for 2016. Motion carried unanimously. A check will be sent to the department.


13.  The meeting adjourned at 7:50 pm on a Gunder/Bumbaugh motion.
