 1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman Bumbaugh followed by the Pledge of Allegiance. Seven residents were in attendance. 

2.      During initial public comment, Frank Mong expressed his appreciation to the Township employees for going over and above their work requirements during the recent snow emergency.

3.      The minutes of January 21, 2016 were approved as written and the prior month’s bills except those paid to the Supervisors on a Bumbaugh/Gunder motion.  Supervisor Wilson voted no on the approval of the prior month’s bills.

4.      An executive session was held on January 27, 2016 at 10 am on personnel issues. Tim Goetz met with the Supervisors. He was offered a full time position, but at present would like to wait and only work part time. Since Tim is only going to work part time, Supervisor Bumbaugh would like to hire Bret McDannell part time on a six month trial period and if he works out make him full time. Supervisor Wilson believes we need to advertise for an equipment operator and hire an operator. The new part time employee would train on equipment like our younger employees did when they came on board years ago. A Gunder/Wilson motion approved hiring Bret on a part time basis as needed and review performance after a six month’s probationary period. Motion carried unanimously.

5.      A Gunder/Wilson motion approved granting a time extension to HRI for Phase I covering hydrostatic testing only based upon the delay receiving the PRV’s. Motion carried unanimously.

6.      Concerning the exploratory well drilling at Well #7 the drill string got stuck in the hole yesterday. But have gotten it to move today. We are at 600 feet deep at well # 7.

7.      The Zoning Officer was not present and didn’t provide a written report.

8.      Supervisor Wilson asked about the bridge on Old Forge Road. The Supervisors are working with the County Engineers, C.S. Davidson, that were hired to review the bridge and we have applied for a grant to help with repairing the bridge.

9.      Supervisor Gunder reported on the Franklin County Area Tax Bureau collections for 2015. The EIT we received was down by $5600 from 2014 and the cost for FCATB to collect was 1.86%.

10.  There will be an inspection of the water plant at Quincy Village on February 16, 2016.

11.  A Zoning Hearing Board application has been filed this week by Kevin and Diane Keene for a variance on the buffer yard at the business location on Anthony Highway.

12.  A conditional use application has been received for a temporary mobile for Sandra Colon’s parents on Hades Church Road. Once on-lot septic has been reviewed by our sewage enforcement officer, a public hearing will be scheduled before the Board.

13.  Supervisor Bumbaugh informed the residents that the website is up to date as of January 4, 2016.

14.  During the final public comment, Bill Wilhide asked why the Township Solicitor wasn’t present. Bill was informed that we always send him an advanced copy of the agenda, and if he sees a problem area he will attend or is available by cellphone if an issue arises. Supervisor Wilson would prefer the Solicitor be present at our Board meetings. Bill also asked why we do not have a local solicitor and the answer given was that we contacted several but none were interested.

15.  Frank Mong asked if the issue that Kent Flasher brought before the Board had been addressed. Although he is not the complainant, he was informed that two junked vehicles have been removed to date.

16.  Kevin Mentzer guide rail issue will be reviewed with Rick Levan from Penn DOT.
