1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Six residents and Mike Hansen were in attendance. 

     2.      There was no initial public comment.

     3.      The minutes of  January 24, 2013 and the bills except those paid to the Supervisors were approved on a Bumbaugh/Sanders motion with a correction         to the word in item # 11.  Motion carried unanimously.

     4.      A TCE Update was given. A meeting was held with DEP on Tuesday January 29th and they gave their blessing to the concept of drilling the second exploratory well on the Peiffer tract. DEP has been here and looked at the site for the second well. The whole system will have to be permitted. We will need to get easements for several properties to run the lines connecting the two wells. DEP has sent a letter requesting a timeline extension to December 31, 2015 to complete the project. Also we have received an agreement from Orrstown Bank for the exploratory well on the Peiffer Tract. We will need a separate predrilling plan for the Peiffer tract. The acquisition of the Bricker property was discussed. A letter has been received from Mr. Bricker about leasing the property. DEP wants the Township to own the property and with the Peiffer tract they will only pay for the wellhead protection area and easement. A Bumbaugh/Sanders motion approved the agreement with Orrstown Bank being signed. Motion carried unanimously.

     5.      The Franklin County Planning Commission was provided field surveys. They are on board with using Tarman Springs as a connection for Furnace Road. They want Furnace Road connected to Tarman Springs by June 1st and water to there by August 1, 2013. The construction permit may hold us up. There is a meeting with John High from William Brindle’s Office today to get the design done for the connection for Furnace Road.

     6.      Resolution 2013-2, Designation of Agent for Disaster Relief/emergency Assistance – Hurricane sandy was approved on a Bumbaugh/Sanders motion with Secretary Vicki Nunemaker being the agent. Motion carried unanimously.

     7.      The Zoning officer gave a written report to the Board. Solicitor Lisko suggested that Mike take more recent pictures at the Fair property and then contact Mr. Fair. Also the issue of a trailer on Master Road being placed illegally. Mike has visited the site and believes that lot #13 has land use permit and is there legally. Mr. Martin has received a land use permit. Mrs. Woodlief has put up a fence, but not moved anything from the driveway. Mike is to proceed with action on this issue.

     8.      Supervisor Gunder informed the Board that Matthew Fogle has sent a notification that there will be a Seminar on School Violence on February 18, 2013 at the Waynesboro Area Senior High School from 8 am to 4pm.

     9.      The Solicitor had nothing

     10.  Tina Scheib reported that they have received threats from their neighbor and they went to the State Police and talked to Officer Bruno. She wanted to inform the Board that their next step would be court proceedings. Kerry also informed the Board that the Township is having problems and he made a site visit. There is an issue of water runoff from the mountain, which at one time ran into a swale and drained that the Township had placed there, but it has been torn up and filled up with debris from that property. The property is up for sheriff sale. The Board informed Tina to contact DCNR if they see four wheelers going on to the mountain property.

     11.  The Board adjourned to an executive session at 7:40 pm The Board reconvened at 7:50 pm.
