 1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Ten residents were in attendance. 

2.      There was no initial of public comment

 3.      The minutes of January 19, 2011 were approved as written with a correction to item#14 that it is the end of February and item # 20 is correct in the minutes, but since the meeting have discovered that there is a line item in the budget and the prior month’s bills except those paid to the Supervisors on a Bumbaugh/Gunder motion. Motion carried unanimously.

 4.      An update was given on the TCE Public Water System. The Township is still waiting on a meeting with DEP. DEP’s consultant is developing questions which the Township will have to answer before a meeting can take place. Supervisor Gunder has prepared a grant package that needs to be in by the end of February, based on information already given to DEP. The Township has about 50% of the easements signed. Also they are looking at boring instead of laying line for 90 % of the project.

 5.      A Bumbaugh/Sanders motion approved the Mont Alto Cemetery Association Subdivision. Motion carried unanimously.

 6.      A Gunder/Bumbaugh motion approved pursuing burial of a fiber optic line for Century link on the Township property at the Township office.  Instead of placing a pole which would obstruct the view at the exit to the Recreational area. Motion carried unanimously. 

 7.      The Board discussed the possibility of logging the Landfill Road property. They have received an inquiry about logging the property on Landfill Road. First the interested party would have to give a written request to the Township. Then it would have to be advertised for bids before it would be awarded any party to log. The Board will revisit if they receive a request.

 8.      The zoning officer was unable to attend, but he sent written reports. Also Supervisor Gunder received a complaint from a resident about a barking dog. Supervisor Gunder sent a letter to the resident about the dog. Today, The complainant  gave Supervisor Gunder a letter explain the happens the prior evening after the letter sent from the Township was received by the dog owner and a letter that the State Police told the complainant to write to the dog owner., so there would be one on file with the Township. Mr. Rockwell, the dog owner was present. He informed the Board that the dog does not bark incessantly and that he tried to get the matter resolved without any hostility. The Board decided that the Code enforcement Officer will be monitoring.

 9.      The 2012-2013 Salt Contract was approved for 300 ton on a Bumbaugh/Gunder motion. Motion carried unanimously.

 10.  The Penn Mar Youth League has inquired as to whether they will be able to use the ball fields this spring due to construction at the Park. The Board requested that the league contact the Township Park & Recreation Committee. Frank Mong who is on the committee was present at the Supervisors meeting and said he believes we can wait to level ball fields until their season is over.

 11.  Supervisor Gunder has the application ready for the CDBG money. He proceeded with the application based on the assumption that DEP is going to pay for the new well and holding tank. The total application comes to $592,000. At most we will only receive $250,000, so will have to go for competitive grant money and it will be given over a three year period.

 12.  The solicitor had nothing.

 13.  The Secretary/Treasurer had a discussion with the Board about starting a collection bank account do to collecting both water and sewer fees from the same residents. It would be easier for the money to be distributed to the correct accounts at the end of each month. The Board would like to discuss it in the office and with the auditor first before making a decision.

 14.  The Solicitor was asked to give us in writing the right to know exemption for a person who files a complaint with the Township.

 15.  Frank Mong asked about the almost $4,000 cost to connect to the water system. He was concerned about the residents not being able to pay that high of a fee.

 16.  The Board asked Frank Mong to contact Melham Associates about the drawings needed for DCNR so we can receive our Park Funds.

 17.  During the period of final public comment, Linda Geesaman questioned whether the other road crew employees were asked if they wanted the Assistant Road Foreman’s position before Corey was made Assistant Road Foremen. She was informed that it was basically a management decision on the position. She also questioned since Corey was the last hired why he was picked over the other two road crew employees. Supervisor Bumbaugh informed her that each employee has their specialty, Buck is the equipment operator, matt likes to work in all the areas, water, sewer and road. And that he has expressed an interest in the water.  Basically y she was informed that they were not asked before the position was filled. It is just an added duty to Corey. Supervisor Bumbaugh said that all the employees are diversified.

 18.  Tim Oyler asked how much the Township was going to ask Century Link for the easement across our Township property. He was informed that they would only pay an amount that would cover the cost of the conduit that we install for them to put the fiber optic line through.

 19.  Sandy left the meeting at 8:15 pm.

 20.  The meeting adjourned at 8:25 pm on a Bumbaugh/Gunder motion.
