1.       Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Five residents were in attendance. 

 

2.       The minutes of December 18, 2014 were approved as written and the prior month’s bills except those paid to the Supervisors on a Bumbaugh/Sanders motion.  Motion carried unanimously.

 

3.       A Sanders/Bumbaugh motion approved Supervisor Gunder as temporary chairman and Vicki Nunemaker as temporary Secretary.  Motion carried unanimously.

 

4.       A Bumbaugh/Sanders motion approved keeping the Board the same as last year. Motion carried unanimously.

 

5.       A Sanders/Gunder motion approved Vicki Nunemaker as Secretary/treasurer and keeping the bond the same as last year. Motion carried unanimously.

 

6.       A Bumbaugh/Sanders motion approved accredited Services as the Zoning  and Code Enforcement Officials. Motion carried unanimously.

 

7.       A Bumbaugh/Sanders motion appointed Travis Schooley as the Vacancy Board Chairman. Motion carried unanimously.

 

8.       A Bumbaugh/Sanders Approved keeping the Solicitor for the Planning Commission, Zoning Hearing Board and Appeals Board the same as last year. Motion carried unanimously.

 

9.       A Sanders/Bumbaugh motion approved reappointing the same Township Engineer and Sewage Enforcement Officer and members to the Park and Recreation Committee, as last year. Motion carried unanimously. Two new members will be need later this year for the Committee.

 

10.   A Bumbaugh/Sanders motion reaffirmed the employment of the Roadmaster, Programs Coordinator, Road Crew, Sewer & Water Plant Operators, Office Staff and EMAS. Motion carried unanimously.

 

11.   The Board did not have a recommendation to the auditors for the Roadmaster’s pay and they are going to leave Bob discuss his position to with the auditors.

 

12.   A Bumabugh/Sanders motion approved retaining the same Board member represtative to the FCATB, TCC, Vision 2015, COG, WID, Drug TASk Force, Ag Advisory, 911 First Call and Emergency Alliance. Motion carried unanimously.

 

13.   They reaffirm the Tax Collector rate at 5%.

 

14.   A Sanders/ Bumbaugh motion approved F & M trust, Susquehanna Bank and PLGIT as the depositories for 2015. Motion carried unanimously.

 

15.   A Sanders/Bumbaugh motion approved using the Federal Mileage reimbursement rate for 2015 of 57.5cents, keeping the same holidays, personal & vacation, Life Insurance & Health/Dental Insurance and reimbursement for expenses for attendance at the County and PSATS Convention. Also a COLA was approved on the same motion of 2%. Motion carried unanimously.

 

16.   A Gunder/Sanders motion approved residents using Accredited Services or Commonwealth Code Inspection Service for Building permits. Motion carried unanimously.

 

17.   There was no initial public comment.

 

18.   An update was given on the TCE/Furnace Road Public Water. The treatment plant is coming along and the storage tank has been started. The grant mandment has been signed and mailed back.

 

19.   Mentzer Meadows Subdivision plans have been withdrawn.

 

20.   A Bumbaugh/sanders motion approved the George & Francine Heinbaugh Subdivision/ Lot Addition Plans.The predrilling plan has been approved for well #6. Comments are back from DEP for public water site and a meeting on what the driller and geologist came up with on the Peiffer Site. The engineer has answers to their questions and will return the answers to DEP next week. An agreement maybe in the process for the property that we were going to condemn. The attorney is setting up a meeting with property owners attorney.

 

21.   The Park Project was discussed. Solicitor Lisko has talked to Supervisor Bumbaugh and Supervisor Bumbaugh also has contact PSATS about the Park Project. Beth from DCNR has our comments and Supervisor Sanders believes we need to wait on her comments. Bid specs for the remainder of the Park Project will be prepared.

 

22.   A Bumbaugh/Sanders motion approved an extension from Mentzer Meadows. Motion was approved by Supervisor Sander and Bumbaugh with Supervisor Gunder abstaining.

 

23.   A Bumbaugh/Sanders motion approved Resolution 2014-1, 2014 Fee Schedule and Resolution 2014-2, Real Estate Tax Rate for 2014. Motion carried unanimously.

 

24.   A Bumbaugh/Sanders motion approved paying like we did in the past for attendance at regular training seminars. Motion carried unanimously.

 

25.   Supervisor Bumbaugh informed the Board that our unemployment insurance was down this year.

 

26.   A Bumbaugh/Sanders motion approved signing our salt contract for 2014-2015. Motion carried unanimously.

 

27.   Supervisor Bumbaugh informed the Board that the Franklin County Soil Conservation would like to use our meeting room to hold a manure management class for the riding club on February 20. The Supervisors approve the use of our meeting room.

 

28.   Supervisor Bumbaugh informed the Board that we have not heard anything from the school district about the road at Mowery School.

 

29.   Supervisor Sanders asked about the Worker’s Compensation for Fire Company’s is going up. Supervisor Bumbaugh informed Supervisor sanders that we pay Mont Alto Boro for our portion of Worker’s Comp for Mont Alto Fire Company, but our census went down and our portion of the insurance went up. Chief Darryl Nunemaker is going to review before we pay our portion.

 

30.   Supervisor Bumbaugh would like to hold off signing the radio agreement with the County until Solicitor Lisko gets answer to question as to why we need an agreement now when we didn’t have one in the past.

 

31.   During the final period of public comment, Bill Wilhide asked about road being rough at the intersection of Tomstown Road ad Shank Hess Road. Supervisor Bumbaugh informed him that they stopped paving until the waterline is installed.

 

32.   There is a problem with water coming across the Road on Bakner Road. Comcast hit the water line to the pump when they were working in that area in August and the Township is in contact with Comcast about the issue.

 

33.   The meeting adjourned at 7:35 pm on a Sanders/Bumbaugh motion.
