1.       Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman

Bumbaugh followed by the Pledge of Allegiance.  Six residents were in attendance.


2.       During the initial public comment period, Dave Fair informed the Board that he had a meeting with Dave Rock from Penn DOT regarding the storm water pipe that runs under his wall on his property. According to Mr. Fair, Dave Rock believes the pipe was a shared distribution pipe between Penn DOT and the Township. The Township once again reiterated that there is no documentation on file to support that claim. Supervisor Gunder stated that if the pipe is indeed a shared pipe then the wall should not have been allowed to be erected over top of the pipe by a previous owner.


3.       The minutes of June 21, 2018 were approved as written and the bills for June 2018, except those paid to the Supervisors on a Gunder/Wilson motion.  Motion carried unanimously.


4.       A letter, regarding supplying public water for the Penn National Town Center, was received from the Mont Alto Municipal Authority and distributed to the Board members. The letter, confusing in content, stated that MAMA was not in favor of our draft MOU, but they still want to supply water to the Town Center if terms can be agreed upon. However, they failed to describe what those terms are or by what means an agreement can be put in writing.  A Bumbaugh/Gunder motion approved writing a response to Mont Alto Municipal Authority addressing the content of their letter. Motion carried unanimously.


5.       We received two liability insurance quotes for the Township for the new term. One from Selective, the company we now have, and one from HDH. HDH has the lowest premium and the possibility of dividends being paid back to the Township. On a Gunder/Wilson motion the Boards approved accepting the HDH quote for Insurance.


6.       A Wilson/ Gunder motion approved a contribution to the Franklin Cunty Conservation District of $25. Motion carried unanimously.


7.       Supervisor Wilson informed the Board that he will be on vacation from July 27 to August 5.


8.       The October 2018 workshop needs to be moved from October 18 to October 25. It will need to be advertised with the new date.


9.       July the 18th is the Junior Firefighter’s appreciation night at the Franklin County Training Center. We have eight (8) youth from our area attending.


10.   Supervisor Gunder is still dealing with the County Planning Office on the issue of waiving tap fees for three public water CDBG applications currently on file with the Dept. of Conservation & Economic Development (DCED). These grant applications for funding total more than a million dollars.  Mr. Gunder has placed a call to and left a message with Ted Martin, Regional Director, DCED, for clarification on this issue and why we can’t start the project with that portion of our own money until grant funding is received. DCED seems to be willing to allow us to waive just the capacity portion of the tap fee; however, their guidance is still inconclusive. The CDBG money, if received in full, would only cover less than half the total cost of these projects. 


11.   Supervisor Bumbaugh informed the Board that Green Corner Road is being worked on for the Dirt and Gravel Road Grant.


12.   There was no public comment during the final comment period.


13.   The Meeting adjourned at 7:20 pm. on a Bumbaugh/Gunder motion.
