1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:03 p.m. by Chairman Gunder the  Pledge of Allegiance was suspended. One resident was in attendance.

      2.      There was no initial public comment.

      3.      The Minutes of February 19, 2015 along with the bills except those paid to the Supervisors were approved on a Bumbaugh/Gunder motion. Motion carried unanimously.

       4.      Tomstown/Furnace Road Water Project was discussed. PSI has requested a 45 day extension to complete the project. Our engineer has suggested not approving time extension, but to weigh options after the April 10 completion date. A Gunder/Bumbaugh motion approved sending a letter to that effect. Motion carried unanimously. Other contractors, plumbing, electrical have not requested an extension, but cannot complete their portion of the project until the general contractor has theirs completed. A Gunder/Bumbaugh motion approved not penalizing the other contractors (plumbing and electrical) .Motion carried unanimously.

       5.      Bids had been received for the Upper Comfort Station materials by email. A Bumbaugh/Gunder motion approved accepting the cheapest available price per item be it costars, US Communities or the bids we received. Motion carried unanimously. Also we have received $11,400 as a partial of the final payment from DCNR for our Grant.

       6.      A Bumbaugh/Gunder motion approved the Verdeen Beaver Subdivision plan pending receipt of non-building waiver. Motion carried unanimously.

       7.      A Bumbaugh/Gunder motion approved the Roland and Loretta Hess Subdivision plan, pending approval from Franklin County Planning Commission and receipt of non-building waiver. Motion carried unanimously.

       8.      A Bumbaugh/Gunder motion approved a proposal from Negley’s at a cost of $11,500 to-do an air lift test pump and a McCamley’s cost will be $3000. Motion carried unanimously.

       9.      Resolution for Mowrey Drive tabled. Township has not received dedication from school district.

     10.  A Bumbaugh/Gunder motion approved Resolution 2015-3 for Mountain Valley Saddle Club to be recognized as non-profit. Motion carried unanimously.

     11.  Supervisor Bumbaugh informed the Board that we have received $185,000 in Liquid Fuels money for 2015.

     12.  Supervisor Bumbaugh because of the upcoming storm has contacted PEMA About salt this is a state of emergency so we will be receiving salt in time to be used for the storm that is arriving this evening.

     13.  Personnel issue will be tabled until workshop.

     14.  A Gunder/Bumbaugh motion approved applying for a grant for a sludge storage tank. And blower equipment. Motion carried unanimously.

     15.  There will be a meeting with Penn National on March 11, 2015.They would like to talk to the Township about development in the flood plain and the possibility of filling it in. Also have received a letter about extending Guilford water into this area. The letter was sent to Quincy and Guilford Townships. The Board would like to look at making that a separate water district.

     16.  Supervisor Bumbaugh informed the Board that because it is an emergency to get anti-skid we will have to purchase it from Martin Marietta.

     17.  Final period of Public comment had nothing.

     18.  The meeting adjourned at 7:25 pm on a Gunder/Bumbaugh motion.
