November 3, 2011

1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman Gunder followed by the Pledge of Allegiance. One resident was in attendance. 

 2.      The minutes of October 20, 2011 were approved as written, along with the bills for the prior month, except those paid to the Supervisors on a Sanders/Gunder motion.  Motion carried unanimously.  

 3.      There was no initial public comment.

 4.      An update was given on the Public Water System for the Tomstown TCE Site. There was an inquiry from DEP. It was a questionnaire with nine items which they wanted our comments on. William Brindle addressed the comments. Supervisor Gunder made some revisions and sent them back to William Brindle. Brindle will have them back to us no later than Friday, morning, November 4, 2011. DEP wants to have a meeting on November 9, 2011in Harrisburg.

 5.      A Sanders/Gunder motion approved the Loretta Deshong Subdivision. Motion carried unanimously.

 6.      A Sanders/Gunder Motion approved the Julie Baker Lot Addition. Motion carried unanimously.

 7.      A Sanders/Gunder motion approved the Gregory and Diane Lesher Lot Addition contingent on County approval. Lee Royer is hand delivering the plans to the County Planning Commission for approval. Motion carried unanimously.

 8.      A Sanders/Gunder motion approved the fire service agreement with Waynesboro Fire Department.

      Motion carried unanimously.

 9.      A Sanders/Gunder motion approved advertising the proposed 2012 Budget. We will pass the Budget at our meeting on December 6, 2011. Motion carried unanimously.

 10.  The Zoning Officer was not present.

 11.  Supervisor Sanders questioned about our sign ordinance. He had someone ask about LED signs. Our Ordinance does allow them to be placed in the commercial district.

 12.  Supervisor Gunder informed the Board that we have received a notification from Comcast that there will be an emergency alert test on November 9, 2011 and the TV programs will be interrupted for three minutes.

 13.  Dan Wolf from the Franklin County Planning Commission asked about an approximate amount of money that we will need to help with water laterals. He was informed approximately 20 to 25 people will need help. Dan is trying to get the Commissioners to give us approximately $50,000 out of Housing Trust and see whether we can go forward with applying for CDBG Competitive Grant money.

 14.  Mont Alto Boro bill for sewer for the former Jones property on Anthony Highway was addressed. Since Mont Alto’s bill is now more than ours, best to have the property owner billed directly. A Gunder/Sanders motion approved the sewer clerk writing a letter to the property owner and the Mont Alto Boro stating the fact that beginning January 1, 2012; the Boro is to bill the property owner directly. Motion carried unanimously.

 15.  Solicitor John Lisko is sorry that he could not attend the meeting this evening, but he had another meeting already scheduled.

 16.  The Secretary told the Board that the office staff had a meeting with a representative from General Codes about codifying the Township’s Ordinances. The office staff believes it would be of help in finding requirements when asked about them from a resident and also this would place our Ordinances on line for review by our residents. The project would take approximately two years and if the office staff does the scanning it will help to cut the cost. We are going to get a quote from General Code and then we will bring it before the Board.

 17.  The letter for the water line and a copy of the easement agreement has been sent to the residents along the water route.

 18.  There was no final public comment.
