1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:02 pm. by Supervisor Gunder followed by the Pledge of Allegiance. Seven residents were in attendance. 

     2.      During the initial period of public comment, Bill Wilhide asked if the Supervisors had heard of an increase in the Realty Transfer Tax. He was informed they had not.

     3.      The minutes of  October 18, 2012 and the bills except those paid to the Supervisors were approved 

       on a Bumbaugh/Sanders motion.  Motion carried unanimously. Supervisor Bumbaugh also wanted   

       the Board to know that a letter had been sent on item # 8.

     4.      The Board discussed the Tomstown TCE Water Project. Nothing has transpired since the last meeting. They have an alternate proposal for casing the well which would be 400 feet and to make the well larger to 10 inches at an approximate cost of $37,000 per the bid we accepted. They have looked at alternate sites and Wally has a system coming in next Wednesday .They are now going to be looking for a site toward Tomstown Road. DEP is now requiring a slud test before going any further.

     5.      Supervisor Bumbaugh has talked to Solicitor Stephanie Divotire about the Furnace Road Water Project and also to Phil Tarquino who wants to know what is happening with the agreement. Also the state will not give us a written extension for the CDBG money. The Board believes if they do not hear anything from Mont Alto Municipal Authority by the Reorganizational Meeting they will need to push the issue.

     6.      A Bumbaugh/Sanders motion approved advertising the preliminary 2013 budget. Motion carried unanimously. Discussion followed on the Franklin County Area Tax Bureau and the percentage that the Tax Bureau is telling the Township is lower than last year. Also the Township is trying to control expenses. A discussion was also held on the equipment rates that DEP wants us to use for the TCE site which are Penn Dot rates and that it is going to be more costly. The bill that is going to be submitted for equipment is $48,000.

     7.      The Jeffrey and Pamela Master Lot Addition was approved on a Bumbaugh/Sanders motion. Motion carried unanimously.

     8.      The Willis Lesher Partnership Subdivision was approved on a Sanders/ Bumbaugh motion. Motion carried unanimously.

     9.      The Board reviewed the TCC 2013 Operating Budget and report. Our share is 1.82 %. A Bumbaugh/Sanders motion approved the budget for 2013 for the TCC. Motion carried unanimously.

     10.  A Sanders/Bumbaugh motion approved the Franklin County Area Tax Bureau budget for 2013. Motion carried unanimously.

     11.  A Sanders/Bumbaugh motion exonerated 2007 thru 2009 Real Estate Taxes for a trailer on Slabtown Road that was destroyed by fire. Motion carried unanimously.

     12.  At the most recent COG meeting, a proposal for the Franklin County Consulting Services was presented to the COG. The consulting service would start a data base about available equipment that each Township and Borough has and the quality to be kept so if a municipality is in need of that type of equipment the Municipalities could assist other municipalities with their equipment. A Bumbaugh/Sanders motion accepted the Franklin County Consulting Services proposal. Motion carried unanimously.

     13.  A Sanders/Gunder motion approved funding for the Emergency Service Alliance Safety Training Center. The amount would be $554.10. Motion carried unanimously.

     14.  The Zoning Officer was not present.

     15.  Supervisor Bumbaugh asked Solicitor Lisko about the driveway situations we have where the driveways have not been installed to the Township specifications. Solicitor Lisko said they should have an executive session about this.

     16.  A Bumbaugh/Sanders motion approved a Christmas Bonus for the employees which will be the same amount as last year. Motion carried unanimously.

     17.  After receiving complaints from residents on Clay Hill Road at a Supervisor’s meeting the Board decided to take down the speed limit signs of 25 MPH and replace with higher speed. Penn DOT contacted the office and stated that the Township could not do that, so the 25 MPH signs were replaced and a traffic study was requested. We received a letter today that it needs to be requested at a public meeting and to consult our Solicitor. A Bumbaugh/Sanders motion approved requesting a traffic study based on formal action of the Board. Motion carried unanimously.

     18.  A Bumbaugh/Sanders motion approved selling The Truck we call Old Blue and purchasing a new truck for sewer use. Motion carried unanimously.

     19.  A Bumbaugh/Sanders motion approved getting an appraisal on the Monroe Bricker property which we are using for our well site. Also Supervisor Gunder met with Monroe Bricker and his attorney. He has been paid for the wood and an invoice will be submitted to DEP. Motion carried unanimously.

     20.  Also the Supervisors discussed the pipe on Masters Road that has been smashed. The problem is the property owners because the Township did not damage the pipe.

     21.  The Solicitor had nothing.

     22.  During the final period of public comment, Tina and Frank Scheib called the Supervisors attention to the neighbors who had loud parties. They called the State Police and were told that they had to bring the situation to the Attention of the Township. The Board recommended that they document time and license numbers and then show to the police when they are called.

     23.  The Board adjourned to an executive session  at 8:20 pm. They reconvened at 8:50 pm. The Board received clarification on the driveway resolution.

     24.  The meeting adjourned at 8:55 pm on a Bumbaugh/Gunder motion.
