1.       Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman

Bumbaugh followed by the Pledge of Allegiance.  Three residents were in attendance.

 

2.       Condolences were given to the families of people who lost their lives in Las Vegas shooting.

 

3.       There was no initial public comment.

 

4.       The minutes of September 21, 2017 were approved as written and the bills for September except those paid to the Supervisors on a Gunder/Wilson motion. Motion carried unanimously.

 

5.       Penn National Town Center Update was given. Mont Alto Municipal Authority is meeting to discuss water to the center on October 9, 2017. We will be having a meeting with Penn National and the Attorney Brian Salzman on October 10, 2017.

 

6.       Equipment storage shed building. Quotes were received from four companies. $10, 569 from Myers;      $8,475 from Lowes; $8,385 from Carters; and $6,990.10 from Martins Roofing. A Metal roof will also be $5,500. A Wilson/Gunder motion approved accepting the quote from Martin’s roof for the shed. Motion carried unanimously.

 

7.       Board Meeting Change: October 19 is our next scheduled workshop meeting and Mr. Bumbaugh would like to change it to October 26. A Gunder/Wilson motion approved changing the meeting to October 26 at 8:30 am. Motion carried unanimously.

 

8.       The Board has been asked to manage the Tomstown/Fairview Community Association Street Light account. The only living member of that organization, who is up in years, would like to have the Township assume the Trustee role to manage the account. Currently, there is more than $42,000 in the account and there are approximately 31 street lights to fund.  Billing is on a quarterly basis at $1,988.85 per quarter. Solicitor Fenicle would like to review the trustee bank account document before the Board votes to assume the responsibility.  A Bumbaugh/Gunder motion approved the Township becoming the Trustee subject to a review of the agreement document by our Solicitor for this account. Motion carried unanimously.

 

9.       Mr. Gunder attended a meeting on our CDBG application for Tomstown Road water extension. Thursday, October 5 is the decision day with a total of $250,000 available.

 

10.   Supervisor Bumbaugh reminded everyone that this coming Friday and Saturday is bulk trash days.

 

11.   The Township has filed a tire recycling grant application with the state.

 

12.   Solicitor Fenicle has been in contact with Mike Hansen our zoning officer about Mr. Baer and Ms. Woodlief’s issues.  The Baer letter was based on violation of the nuisance ordinance rather than zoning and filed through the magistrate as should have been the case.  Mr. Hansen has not been able to have Mr. Baer accept the letter due to finding a proper living address for him.  Mr. Hansen is sending the constable to deliver the Baer violation notice.

 

13.   Also, a discussion was held on the Mount Valley Saddle Club and the fact that it was never organized as a non-profit organization, as stated in the deed of sale for the property by the Fairview-Tomstown Community Association for a total of $2.00.
