1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:02 pm. by Chairman Gunder followed by the Pledge of Allegiance. Three residents were in attendance and Zoning Officer Mike Henson. 

 2.      During the initial period of public, Ronald Barnes questioned whether Supervisor Gunder had gotten information on Act 34. Solicitor Lisko stated that Act 34 is in the Second Class Township Code. The Act states that if you meet three requirements that you do not have to hook up to public water. The residents in the Township do not meet all three requirements, they only meet two. Frank Leiber informed the Board that  the Home’s water system is classified a new system because it is now a public system, not a private water system and we have to have our own permit therefore the residents will have to hook to the public water system.

 3.      The minutes of September 22, 2011 were approved as written with one correction, item #18 should be access instead of excess and Supervisor Bumbaugh wanted to correct an error in reporting of cutting berms in a prior minutes. The berms were cut in the Five Forks area not on Five Forks Road because Five Forks Road is a State Road, along with the bills for the prior month, except those paid to the Supervisors on a Bumbaugh/Gunder motion.  Motion carried unanimously.  

 4.      An update was given on the Public Water System for the Tomstown TCE Site. The closing for the Quincy Home Water System was held on Monday, October3, 2011; therefore the Township now has the Quincy Township Water System. We are looking at placing a storage tank on Round Top. The Paper work is in for the Spade Foot Toad. Also looking at a site in Monn’s Gap area for a second well and we are in the process of doing a low income survey for CDBG money.

 5.      We have received a report from Miller-Grove for the Tomstown/Mentzer Gap Road Intersection. According to the report we cannot lower the speed limit, but we can put up an advisory speed limit. We will send the report on to Penn DOT. They will have to change the markings on the road.  Supervisor Gunder will write the letter to Penn DOT.

 6.      A Bumbaugh/Gunder motion approved the maintenance agreement for Michaux Manor Sewer System with an acknowledgement clause added and having it recorded. Motion carried unanimously.

 7.      The Zoning Officer gave a written report on the permits issued, but not on other issues. He is going to write a letter concerning the fence on Altenwald Road. Solicitor Lisko quoted him Section 23-26 of the Second Class Township Code to use in the letter. Also Mike asked about a permit having been issued for an apartment about a garage on Gap road, but it has been clarified that it is just an addition to the existing house. Also Supervisor Gunder addressed the issue on Master Road about a Conditional use for Mr. Heinbaugh.

 8.      Supervisor Bumbaugh would like Mike Henson to contact Dave Fair. He has not completed any more on moving supplies or using them. He has received a complaint again from the neighbor.

 9.      A Bumbaugh/Gunder motion approved opening an account for the water system at F&M Trust. Motion carried unanimously.

 10.  On October 20, 2011, the workshop will convene and then the Board will travel to Norlo Park for a Penn Dot Winter Conference and then return to complete the workshop meeting.

 11.  The Solicitor had nothing.

 12.  There was no final public comment.

 13.  The meeting adjourned at 8:10 pm on a Bumbaugh Gunder motion.
