1.      Meeting of Quincy Township Board of Supervisors was called to order at 7:00 p.m. by Chairman Gunder followed by the Pledge of Allegiance.  Five residents, John High, Travis Schooley and Corey Kaiser were in attendance.

2.      During initial public comment period, Donald Spidell asked who he should contact about an electric pole that is splitting which has the power line to his home coming from it.

3.      The Minutes of September 29, 2015 were approved on a Bumbaugh/Gunder motion along with the bills except those paid to the Supervisors. Motion carried unanimously.

4.      Tomstown/Furnace Road Water Project was discussed.  Contract 101 is completed and Contract 102 has gone out for bids. We received 5 bids the lowest bid coming from HRI. The bid from HRI with the delete is $3,381,000. Supervisor Bumbaugh has spoken to the low bidding contractor and believes that they will work quite well with the Township. A Bumbaugh/Gunder motion approved the bid from HRI with the paving delete and will work with contractor to get the bid lower during the project. Motion carried unanimously. Also a Bumbaugh/Gunder motion authorized using AAA Paving for paving or the lowest bidder next year for paving. Motion carried unanimously. Notice of intent to award and notice to proceed will be sent together and will have one week to start contract 102. Well #6 has never been below 20 for turbidity. We will clean out and photograph, put stone at the bottom to help filter. The Township is going to purchase the stone and pump. We will also be providing the manpower. PSI will be meeting with Mary Ann to have their final inspection on Friday, October 9 at 8:30 am. John High believes the only issue at Peiffer might be the mulch in the storm water basins.

 5.      At this time the bids for the wood at the well site were opened. We received 5 bids.

The Bid was awarded to Roger Hess after a brief discussion. The winning bidder will have 30 days to remove the wood. If he believes he cannot get it removed in 30 days it will be awarded to the next highest bidder. Rich Wagaman stated that all of the bidders did not know that they only had 30 days in which to remove the wood. Corey Kaiser informed the board that all bidders knew the requirement to have removed in 30 days. 

6.      We have received a quote from Advanced Technology Specialist for a new server. To have all the requirements from Neptune we are looking at double the cost for a server. It has gone from 7900. To $15970. Supervisor Bumbaugh has spoken to Ruth Bishop about helping to pay for the cost of a new server. The budget from Dep still has $36000 in it for computer equipment. If we receive a favorable response from DEP a Bumbaugh/Sanders motion approved getting the new server. Motion carried unanimously.

7.      The Zoning officer was not present, but sent a written report.

8.      Supervisor Bumbaugh informed the Board that Jim Maun is checking on a complaint in South Mountain. He has given them two weeks to address the sewage issue. If they do not we will have to take legal action.

9.      HRI is looking for a place to have their job office while working on our project. Supervisor Bumbaugh has discussed with them about using the back room in the municipal office. The rental price needs to be negotiated and also a portable potty will have to be placed outside the building for the men working in the water line to use.

 10.  We have received a 2 page email from Beth at DCNR. She has some issues with documentation, so we will get the information that she is requesting back to her.

11.  Well # 6 the aquifer test that Mike McCamley sent in has been approved.

12.  Resolution 2015-11 Retention of Records was approved on A Sanders/ Bumbaugh motion. Motion carried unanimously.

13.  During the final period of public comment, Harry Atherton asked about the air in the water system and why the water system was hooked into a pump. He was informed to boost the water pressure.
