  1. Meeting of Quincy Township Board of Supervisors was called to order at 6:30 p.m. by Chairman

    Gunder followed by the Pledge of Allegiance

     

  2. During the initial public comment, Harry Fogle and his son Jacob introduced themselves to the Board and informed them that Jacob was here to observe the meeting for a Civics Class.

     

  3. The minutes of August 22, 2019 were approved as written along with the bills for August 2019, except those paid to the Supervisors on a Bumbaugh/Wilson motion.  Motion carried unanimously.

 

  1. Supervisor Gunder gave a report on the Park Committee’s Car Show. There were 47 cars that registered for the show. The concession stand took in $313.60 coupled with $444.00 in registration fees and $120.00 from the 50/50 totalling $877.60, with approximately $200 in food expenses for the concessions.

 

  1. A Bumbaugh/Wilson motion approved the Carl and Joan Helman Subdivision. Motion carried unanimously.

 

  1. A Bumbaugh/Wilson motion approved the Minimum Municipal Obligation of $36,797.11 for the 2020 Pension. Motion carried unanimously.

 

  1. Supervisor Wilson questioned about the Woodlief property that nothing is happening since the burning earlier. Supervisor Gunder informed him that the Code Enforcement Officer was sending the case to the magistrate since the owner refused to pick up his violation letter. We will check with Mike Hansen on the status. Also, Supervisor Wilson asked about the fire on Old Forge Road which was more recent. It is probably under investigation.

 

  1. A Bumbaugh/Wilson motion approved moving the Supervisors regular meeting in October from October 1 to October 2, 2019 at 6:30 pm. Motion carried unanimously.

 

  1. Supervisor Bumbaugh informed the Board members that the Township has paid the Mountain Valley Saddle Club $4000 plus the prorated tax for the property. The pretrial conference will be held on September 17, 2019, but just the attorneys for each party will be in attendance.

 

  1. The Mormon Church Road Project has been completed and we are working on the final expense total for Highway Aid purposes. Also, we are working on the final grant for Green Corner Road.

 

  1. Supervisor Gunder informed the Board that a meeting was held with Steve Thomas from the Franklin County Planning Commission. They are working n the 2015 and 2016 allocations of CDBG money. DCED wants the County to spend the money for those years’ projects. There was $62,594 ear marked from 2016 for the Tomstown road project. The 2017 is going to the Franklin County Commissioners for their approval of allocations. And we have applied for $128,379 for the PSL line from the 2018 CDBG money. A meeting will be held with the Franklin county Commissioners on September 17, 2019 at 9:45 am.

 

  1. There was no final public comment.

 

  1. On a Bumbaugh/ Gunder motion the Board adjourned at 7:00 pm.to an executive session on personnel.

 

  1. The Board reconvened at 7:12 pm. stating there was a discussion on personnel and that we are down by three employees at the present time.
