Quincy Sewer Authority

Minutes of April 13, 2015 Meeting


              The meeting was called to order at 7:00 pm by Vice Chairman Moats followed by the Pledge of Allegiance with members Eugene Flasher, Kerry Bumbaugh, and Robert Gunder present.  Solicitor Rahauser was also in attendance. One resident was also in attendance

             The Minutes of March 17, 2014 were approved on a Bumbaugh/Moats motion. The bills since the last meeting were approved on a Bumbaugh/ Flasher motion. Motions carried unanimously.

There was no initial public comment.

Reorganization was held at this time. A Bumbaugh/ Flasher motion was made to keep the officers the same as last year. Motion carried unanimously.

A Bumbaugh/Moats motion approved keeping the Solicitor the same as last year. Motion carried unanimously.

A Bumbaugh/Flasher motion approved using Susquehanna Bank as their financial institution. Motion carries unanimously.

A Bumbaugh/Moats approved Resolution 2015-1, authorizing the filing of a grant for a sludge tank. Motion carried unanimously.

The Authority was informed the White Rock is moving forward with the Lahinch Subdivision which will be credited toward the five hundred taps that they have reserved in our sewer plant. Also the Authority was informed that White Rock has also applied to FEMA for construction the floodplain just along Mont Alto Road. If they are approved by FEMA they are considering commercial construction in that area, which will give flow to the Guilford Pump Station and go into our sewer.

Member Bumbaugh informed the members that since refinancing that the Authorities finances look really good.

Member Bumbaugh also wanted the Authority to contribute to the Franklin County Junior Firefigther’s Camp. Solicitor Rahauser stated that because they are an authority they should not contribute, but the Supervisors can donate.
