Quincy Sewer Authority

Minutes of April 16, 2012 Meeting


              The meeting was called to order at 7:05 pm by Chairman Wilhide with members Eugene Flasher, Kerry Bumbaugh, Aaron Moats and Laura Justus present.  Solicitor Rahauser, Robert Gunder and Ed Wilson were also in attendance.

             The Minutes of November 21, 2011 were approved on a Bumbaugh/Wilhide motion along with the bills for November 2011, December 2011, January 2012, February 2012 and March 2012. Motion carried unanimously.

There was no public comment.

Reorganization was held. A Flasher/Bumbaugh nomination to keep the officers the same as last year was made and approved by all the Authority members.

A Bumbaugh/Flasher motion approved keeping David Rahauser as the Sewer Authority’s Solicitor. Motion carried unanimously.

Kerry Bumbaugh informed the Authority that Travis Schooley who had worked for William Brindle and Associates completed our Chapter 94 report and that he is now working part time for the Township so the cost is much less than before.

The Guilford Pump Station was supposed to come our way today, but have not heard anything. We are expecting it this week sometime. Since the upgrade we are not having any maintenance problems.

Ed Wilson, the sewer plant operator, addressed the Authority about a bond issuance for the debt service that they have for the sewer plant. Greg McClanahan has been working with the school district to do a new bond issue for their debt service and it is saving the school district some money. Solicitor Rahauser believes the Authority should contact Frank Leibers office because the amount that Mr. McClanahan has indicated as a savings over the life of the bond issue is only $60,000. A Mr. Twadell who works in Frank Leibers office has completed a bond issue for Greene Township and they have saved approximately $175,000 over the closing cost for the bond. Solicitor Rahauser will check with Mr. Twadell.

The Solicitor had nothing.

The members had nothing.

The Land Fill Road sewer line has been started.

The meeting adjourned at 7:45 pm on a Wilhide/Moats motion.
