1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:35 a.m. by Chairman Gunder followed by the Pledge of Allegiance. One resident, and Joe Schorn, Water Plant Operator, John High and Bob Shimmering was in attendance.

 

2.      There was no initial public comment.

 

3.      The Minutes of April 1, 2014 were approved as written on a Sanders/Bumbaugh motion. Motion carried unanimously.

 

4.      A Bumbaugh/Sanders motion approved the extension for the Mentzer Meadows Subdivision and the Charlie Pentz Subdivision Plans.  Supervisor Bumbaugh and Sanders voted for the extension for Mentzer Meadows and Supervisor Gunder abstained from the vote for those plans. A unanimous vote was received for the Charlie Pentz Subdivision.

 

5.      A Sanders/Bumbaugh motion reapproved the Daniel Long Land Development Plan. The plans were waiting on approval for the NPDES permit which we have now received. Motion carried unanimously.

 

6.      A Gunder/Bumbaugh motion approved releasing the Bond for Westminster Place if we can get a copy of the as built for sewer and water. Bill Kick from Martin & Martin has reviewed the plans and has approved the construction. Motion carried unanimously.

 

7.      A Bumbaugh/Sanders motion approved Resolution 2014-6, Authorizing of the filing of a Water Grant Application through the DCED program. The Grant must be filed by May 16, 2014. Motion carried unanimously.

 

8.      Software Support & Ubility Billing System for Sewer was deferred to another meeting once we meet with Freedom Systems.

 

9.      The Municipal Engineer discussed the TCE Water Project and that the ad has been placed for the bid. We have received the permit for the tank at the treatment  plant from DEP (for the septic system). Approximately 12 contractors have picked up bid packets from Brindles Office and several have stopped by the Township to review the packet. A mandatory prebid meeting will be held on April 29, 2014 at 9:30 am at the Township Municipal Office and they will then walk the site. Once we have all questions and changes, we will do an addendum.

 

10.  Supervisor Bumbaugh informed the Board that the fire on Orphanage Road has torn up the road and repairs need to be done. Master and Polidor Road will be tarred and chipped because Washington Township is going to do their portion of those roads. We will also have to complete the project that was started last year.

 

11.  Supervisor Bumbaugh addressed the Worker’s Compensation Bill from Mont Alto. Our portion for the Mont Alto Fire Company, the Borough had their insurance company review and a small decrease in the ambulance portion of the bill has been made. We will pay the bill and send a letter asking them to maybe check with other insurance companies next year for quotes to save money.

 

12.  Supervisor Gunder informed the Board that, we should have the parking area at the ball field line so people have places to park and are not taking up the whole parking lot.

 

13.  Supervisor Bumbaugh informed the Board that we have a young man coming to the Township to do community service work this morning. He needs to do 35 hours.

 

14.  The Board adjourned to an executive session at 9:40 am on an employee matter.

 

15.  The Board reconvened at 9:55 am. Supervisors voted to give Sue Bowman, in recognition of the work done on our website, a $600 appreciation award. It is to be included on her pay this week. At this time they called Sue in and announced to her the appreciation award.

 

16.  The Board discussed the delinquent bills for sewer. They are going to contact Mike Cermack and discuss with him what he can do for us. The Board would also like a list of delinquents at their next meeting.

 

17.  Joe Schorn informed the Board that there was an issue at Quincy Home during the fire there that left the hospital portion of the Home without water. Joe would like permission to have the engineers start addressing the plans to run water from new well and storage area to Orphanage Road location.

 

18.  A Gunder/Bumbaugh motion approved the purchase of a CAT tamper for the mini excavator. Motion carried unanimously.

 

19.  The meeting adjourned at 10:18 am. on a Sanders/Bumbaugh motion.
