1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:35 a.m. by Chairman Gunder.   John High, Engineer, Corey Kaiser, Road Foreman and one resident were in attendance.

2.      There was nothing brought before the Board during the initial public comment period.

3.      The Minutes of July 23, 2015 were approved as written on a Bumbaugh/Sanders motion along with the bills except those paid to the Supervisors. Motion carried unanimously.

4.      Tomstown/Furnace Road update was given. Contract 101 is winding down. The paving has been completed and Liquidated damages were brought to a resolution between the Township and General Contractor without litigation. We received a check for $4,250. And another for $25,319.27. Contract 102 has gone out for bids. The prebid meeting will be held on September 1, 2015 and the bids will be opened at a special meeting on September 25, 2015 at 8:30 am. A Bumbaugh/sanders motion approved advertising the revisions to the Water specification Ordinance. Motion carried unanimously. The testing at well #6 needs to be done. Negley’s has given us a quote for pump testing of $3,900. A Sanders/Bumbaugh motion approved additional cost for well testing if it takes longer than three weeks. Motion carried unanimously.

5.      Letters have gone out to residents on Furnace Road informing them that water line connection is available. Phil Tarquino from Franklin county Planning Commission is checking on Housing Trust Funds to help with connections and also USDA has a loan program for people who meet an income requirement. They must be 62 or older. The application takes 45 days to process. A HG4 blow off for the waterline e is need, so a Bumbaugh/Sanders motion approved purchasing the blow off. Motion carried unanimously.

6.      The Park inspection was approved with two corrections being made. Jay and Beth from DCNR were here to do the inspection. Once the corrections are completed pictures will be emailed to Jay and the grant will be closed out.

7.      A Sanders/Bumbaugh motion approved hiring temporary part time employees for installation of Furnace Road waterline. Motion carried unanimously.

8.      After a discussion on the electric and water running down the panel box, a Sanders/Gunder motion authorized Supervisor Bumbaugh to get a proposal for upgrading the electric at the office building  and using the low bidder to upgrade. Motion carried unanimously.

9.      A Gunder/Sanders motion approved Jim Maun the sewage enforcement officer getting involved and proceeding with magistrate if necessary for an on lot sewer violation in South Mountain. Motion carried unanimously.

10.  A Sanders/Bumbaugh motion approved having Jill Schooley involved with the Appalachian Trail Overlay Resolution. Motion carried unanimously.

11.  Supervisor Bumbaugh informed the Board that the Township is placing fill at the Oil Station. The lady who purchased the Angle property in front of the Oil Station has contacted Mary Ann at the Conservation District and Mary Ann contacted DEP. DEP came out to look and said nothing we were doing was wrong. To satisfy Mary Ann, Travis did a basic conservation plan. We are putting the fill there to level the ground so we can store our anti-skid. Also a letter is being sent to her about the four foot right of way down the drive way to the Oil station.

12.  Supervisor Bumbaugh informed the Board that a letter has been sent to the manufacturer of the fire hydrants that we purchased stating that we are now going to use a different brand and that we would like to have the ones already purchased replaced at no extra charge.

13.  The chipping and tarring for the year has been scheduled. The line painting bill was high, so Alpha Space was contacted and they reduced our cost to the same price they gave Washington Township per foot.

14.  During the final comment period, Harry Atherton informed the Board that the past two times sludge was land applied; he never received a phone call.

15.  The meeting adjourned at 9:18 am on a Sanders/Gunder motion.
