1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder.  John High from Brindle Associates was in attendance.


2.      There was no initial public comment.


3.      The Minutes of August 5, 2014 were approved as written on a Sanders/Bumbaugh motion. Motion carried unanimously.  


4.      An update was given on the TCE Water Project. The drilling of well #6 has begun and they are now finished. The well is approximately 596 ft. deep and producing 150 gallons per minute. They will be cameraing the well next week to decide where to place the pump. The Geologist is going to test the six inch well for water quality before drilling it to an 8 inch well. The Township has not heard back from DEP about the amendment to the Grant for several weeks. Senator Toomey’s office has gotten back with Supervisor Gunder about the law requiring connection at home owners expense and is still researching.


5.      At the Municipal Park, we are working on the stalls in the lower comfort station. Also, the sign is here and we will contact Carl Stull about the amount of bricks needed to install the sign. Also walk way signs have been received and are in place. Supervisor Bumbaugh is getting a price on a 2x6 wrapped with Susquehanna Insurance Logo on it for on park benches. Stewart Hickok is putting towel on the Municipal Office Building.


6.      Upper comfort station, advertisement for bids has been placed in the newspaper and is due by 3 pm on September 2, 2014.


7.      The easements that need to be signed for the water line are now down to approximately 20.


8.      A Bumbaugh/Sanders motion approved the non-bid costars and IT quotes for the water treatment plant and storage tank. The approximate total is $228,500. Motion carried unanimously.


9.      A Bumbaugh/Sanders motion approved Resolution 2014-10, Health Insurance Trust PSATS – restated Declaration of Trust. Motion carried unanimously.


10.  Supervisor Bumbaugh informed the Board that he has received quotes on truck #9. A new engine would cost $14,499.14, a rebuilt with a one year warranty would cost $8841.42 and the minimum to stop water leak and no responsibility if anything goes wrong is $2947.15. Dave’s trucking informed Supervisor Bumbaugh that a Jasper engine would cost approximately $14000. John Myers is also going to give a quote for a new engine. The Board believes we need to proceed with a rebuilt engine.


11.  The 955 was discussed. We are looking at a used unit. We can only get $2000 trade in and we are going to auction it off. If we can get $10000 go ahead and let go and we will pursue purchasing a used one.


12.  Supervisor Bumbaugh informed the Board that we will need to paint lines on Orphanage Road, Old Forge, Nunnery and Stamey Hill.


13.  A brief discussion followed on the Right to Know request that has been received by the Township.


14.  The meeting adjourned at 9:00am on a Gunder/Sanders motion.
