  1. Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder followed by the Pledge of Allegiance. There were two residents in attendance and Jessica from Lee Royer’s office.


  2. There was no initial public comment.


  1. The Minutes of July 18, 2019 were approved on a Wilson/Gunder motion. Motion carried unanimously.


  1. The Site Improvement Bond for the PSL Minnich Manor expansion, through Travelers Insurance Company, dated August 9, 2019, in the amount of $428,100 was approved on a Wilson/Gunder motion. Motion carried unanimously. This Bond will cover both E & S Control and Storm Drainage Improvements and be in effect for 2 years from the date.


  1. At this time a public hearing was held for a rezoning amendment to the Township Zoning Map. The hearing was advertised on August 1 and 9, 2019. The property located at 6410 Anthony Highway was posted on August 5, 2019 and letters were sent to adjoining property owners on August 1, 2019. CNJP, LLC has requested a Zoning Map Amendment to rezone an additional 5.135 acres of open space from R-2 Medium Density Residential to Commercial/Industrial. The applicant wishes to construct four additional commercial storage buildings on the property. Bruce and Jean Gross, 112 Walnut Street, Mont Alto PA sent a letter to the Township dated August 12, 2019 about the exterior lighting. The Board looked at this concern and decided that any negative impact of the exterior lighting was greatly diminished by the distance between the location of the new buildings and the property owner on Walnut Street of about 1000 feet away. The Zoning Map Amendment was approved on a Wilson/ Gunder motion. Motion carried unanimously.


  1. Following the Public Hearing the Board reviewed the Land Development Plan, dated June 27, 2019 for CNJP,LLC. Comments were received from our Stormwater Engineer, Martin & Martin and Franklin County Soils Conservation.

On a Wilson/Gunder motion, The CNJP, LLC Land Development Plan was approved contingent upon stormwater management concerns being addressed. Motion carried unanimously.


  1. Supervisor Wilson discussed the old Woodlief property on South mountain and the cleanup that had been started there. Also, he informed the Board of a fire that had taken place on Old Forge road where the property owner has not started the clean-up process.


  2. Supervisor Wilson also asked about the Dan Bear Property and the buses that are still left on the property. He was informed that someone is interested in purchasing the property.


  1. Supervisor Gunder informed the Board that the Transource hearings will be held on September 18.


  1. Supervisor Gunder told the Board that we have received a thank you for our donation to the Junior Fire Fighter Academy.


  1. Harry Atherton asked how the meeting was with Portnoff, our delinquent sewer collection agency. Portnoff is proceeding through the legal process with several properties that may need to go to a sheriff sale.  Mr. Gunder is also personally working with the homeowners on two hardship cases.


  1. Mr. Atherton also asked about the MS4 that most municipalities are talking about. At the present time that requirement doesn’t affect Quincy Township and hopefully it will not happen soon.
