1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:27 am by Chairman Gunder.  John High from Brindle Associates was in attendance.


2.      There was no period of public comment.


3.      The Minutes of November 20, 2014 were approved on a Sanders/Bumbaugh motion, along with the bills except those paid to the Supervisors. Motion carried unanimously.


4.      The 2015 Budget and Resolution 2014-11, Real Estate tax Rate for 2015 was approved on Sanders/Bumbaugh motion with no tax increase for 2015. Motion carried unanimously.


5.      The TCE Water Project, we have received our second payment request, which has been reviewed by our engineers and everything is acceptable. The request is for $127,125 and we will have until the end of January to pay the request. A Bumbaugh/Sanders motion authorized Supervisor Gunder to sign the authorization for payment #2. Motion carried unanimously.


6.      A sanders/ Bumbaugh motion approved signing the grant amendment with a correction in one place in the grant that refers to the wrong Township and the submittal address being corrected. Motion carried unanimously.


7.      The draft opinion letter for the Municipal Park has been sent by Attorney Fenicle to DCNR. Response from Beth was not to accept any new invoices.  Also Travis Schooley has sent everything Beth has requested for the upper comfort station. If we can use costars for the materials we will not have to go out for bids. An extension was approved by DCNR until June 30th 2015.


8.      Mentzer Meadows has been sold to Joe Middour and the Township will need to have a letter of withdrawal from the developer. A Bumbaugh/Sanders motion approved the Chairman to proceed with what we need to do for this subdivision. Motion carried unanimously.


9.      A Bumbaugh/sanders motion approved the joint advertisement for Trustee Insurance Ordinance. Motion carried unanimously.


10.  A Gunder/sanders motion approved one vote per tax jurisdiction for the Franklin County Area Tax Bureau. Motion carried unanimously.


11.  A Bumbaugh/Sanders motion approved the Township meeting dates and advertising. Motion carried unanimously.


12.  A Sanders/ Bumbaugh motion approved Supervisor Gunder submitting the response to a questionnaire from USDA Water Grant Program in hopes of getting funding for LMI folks and new line to PSL. Motion carried unanimously.


13.  A Sanders/ Gunder motion approved Supervisor Bumbaugh filing an authorization form with Franklin County Emergency Management authorizing different employees and officials of the Township to request resources in the case of an emergency. Motion carried unanimously.


14.  The Board announced that the Township’s Christmas Party will be held at Long Horn Steak House on Monday, December 22, 2914.


15.  Supervisor Bumbaugh informed the Board that we have moved our mobile phone service from Sprint to T Mobile.


16.  Joe Schorn addressed the Board about planning for next year (2016) when Lane Carbaugh is talking about retiring. We will need to make plans for someone to operate the sewer plant. Joe has recently passed his sewer test.


17.  The meeting adjourned to an executive session at 9:09 am.


18.  The Board reconvened at 9:20 am. A Sanders/ Bumbaugh motion accepted the resignation of John Lisko as our solicitor and accepting a proposal from Reager & Adler for Linus Fenicle as solicitor for 2015 at a flat rate of $300 for our evening meeting and $150 per hour for any other work. Motion carried unanimously.


19.  A Sanders/ Gunder motion approved using a temporary fix at the Bumbaugh residence on fox Hill Road for the water problem. Supervisor Bumbaugh abstained from voting.


20.  The meeting adjourned at 9:50 am on a Sanders/ Gunder motion.
