  1. Meeting of Quincy Township Board of Supervisors was called to order at 8:30 am by Chairman Bumbaugh followed by the Pledge of Allegiance. Jim Kauffman, and two residents were in attendance.


  2. During the initial public comment, Frank Mong asked what services the individual supervisors provide to the Township.  Chairman Bumbaugh informed him that those services are appointed by the Board during the reorganization meeting every January.


  1. The Minutes from January 19, 2017, along with the bills were approved on a Gunder/Wilson motion. Supervisor Wilson abstained from the vote. The motion carried due to a majority of the Supervisors voting yes.


  1. The Township has received a grant from Soils Conservation under the dirt and gravel road project for $67,000 to do work on the Old Forge Bridge. A Bumbaugh/Gunder motion authorized advertising the bid for that project. Motion carried unanimously. The county’s bridge engineer has designed the bridge repair. Also we have the DEP permits. A Bumbaugh/Gunder motion approved having Supervisor Gunder sign the agreement for the grant when it arrives. Motion carried unanimously.


  1. New Dump Truck/Bed Purchase was discussed. The 1998 GMC truck (Buck’s Truck) needs to be replaced and Supervisor Bumbaugh has gotten CO-STARS quotes from different suppliers and negotiated between suppliers to get the best deal. The road crew has seen the Western Star and the International. Western Star has quoted a price of $97,651 and International is over $100,000 through the Costars program.  The Bed package quotes range from $40,000 to $ 70,000. A & H is the best quote of $37,860 which is a stainless steel bed and the plow and spreader through U S Municipal is $13,500. We will pay for the truck equally out of Highway Aid and General Fund. Supervisor Wilson stated that this is the first time he had heard that we were going out to look at new trucks. The final decision on the truck purchase will be made at the March 7 meeting.


  1. Knouse Fruitland Subdivision/Lot Addition on Pine Hill Road was approved on a Gunder/Wilson motion. Motion carried unanimously.


  1. The DCED Park Grant Application needs to be resubmitted and a new resolution done. A Wilson/Bumbaugh motion authorized Supervisor Gunder to make a new resolution and application. Motion carried unanimously.


  1. The New Hope Ranch Reorganizational Status was discussed. The Township has received many calls about this.  Supervisor Gunder has been in contact with Mr. Eby (head of operations) and he informed the Township that they have lost state and county aid for 2017, which caused a reduction in staffing. The Township was informed that the New Hope Ranch will have adequate staffing to man the facility 24 hours a day. The Director, Resident Manager and volunteer positions remain in service, plus they have a camera system in Mr. Eby’s home. Terry Bonebrake asked where the facility was located and he was informed on Wayne Highway.


  1. Supervisor Wilson asked when money owed South Mountain Fire Company was going to be paid. He was informed that it was paid this week. He also questioned about negotiations with Waynesboro Fire Company and was informed that Shawn Adolini was to meet with them to discuss want we need and want. For the present time the Township has agreed to pay the CPI increase for manpower and continue under the old contract until a new one can be negotiated.


  1. Supervisor Wilson will review the packet from the Portnoff sewer collection agency and we will review their proposal and discuss further at March workshop.


  1. Neptune has been here at the Township training on their software to use with the water meters. The Office staff would like some clarification on who we should bill for water and sewer when a property is a rental. The Board had a discussion on who should be billed and how our Ordinance was worded. A Wilson/Gunder Motion approved enforcing the Ordinance in the aspect that it was written, that property owner is billed not tenant. Motion carried unanimously. A letter will be sent to the property owner stating that as of certain date all bills, water & sewer will be

    sent to the property owner only. No exceptions are to be made. 


  1. A Gunder/Wilson motion approved advertising for bids for the road materials. Motion carried unanimously.


  1. Well # 7 has had one test completed. A Turbidity meter needs to be purchased and placed on well # 7. A Gunder/Wilson motion approved purchasing a turbidity meter for well # 7. Motion carried unanimously. Terry Bonebrake asked if we were still pumping the wells because his well has become cloudy. He was informed we are pumping well # 7 but it has been an all-time low rainfall this year and we have a drought situation.


  1. Lane Carbaugh asked if the Township had a time frame for the work to be done on Old Forge Bridge and he was informed that it would be between June and July 2017.


  1. During the period of final public comment, Frank Mong asked if the acronyms in the minutes and agendas could be spelled out because the residents don't know what they stand for. Also he would like to understand what is being talked about since he is running in the election for Township Supervisor. Frank Mong also asked about not having any issues when he files papers in the office that needs to be filed to run for Supervisor in the election  and he was informed that he just has to bring them in and give them to the Secretary and she files them where they need to go.
