1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder followed by the Pledge of Allegiance. Joe Schorn, Water Plant Operator, John High from Brindle Associates and two Township residents were in attendance.


2.      There was no initial public comment.


3.      The Minutes of January 5, 2015 were approved as written on a Sanders/Bumbaugh motion. Motion carried unanimously.


4.      Tomstown/Furnace Road update was given. John High gave an update on the progress of the General Contractor PSI. PSI contacted him about the expansion of the water tank which would cost $35,000 and if the Board approved a change order for the expansion that they are requesting a 90 day extension. The Board decided not to extend the tank. The booster station is to be delivered by February 16.  The Board asked who would be responsible if the water is not turned on by March 12 and was informed it would by PSI. John estimates that they are behind by nine weeks. The final completion date is April 10, 2015. Mike McCamley and Negley’s will be working on well # 6. It is going to take 5 days to remount well. John also had a bill from Schadler Yesco for $11,530.96 that he would like the Board to pay immediately. A Bumbaugh/Sanders motion approved paying the Schadler Yesco bill as soon as possible. Motion carried unanimously. The Plumbing bill is for $13,343.40, Oyler Electric is for $10,687 for the electric at the well head, and PSI bill is for $309,262.50. These will need to be paid by February 20, 2015. A Sanders/Bumbaugh motion approved paying the other bills. Motion carried unanimously.


5.      Municipal Park Update was given. Travis Schooley is busy getting costars pricing. We need to have the prices by the end of January. He also needs costars certification forms completed. Also Beth accepted the error in one invoice which was around $7000.


6.      A discussion was held on the Monn Easement. One of the Supervisors needs to go talk to Mr. Monn.


7.      Supervisor Bumbaugh informed the Board about the Right to Know request and the cost that it is going to be for the Township to fulfill the request.


8.      A Sanders/Bumbaugh motion approved contacting the County about the work of placing guide rails at the bridges on Nunnery Road at a cost of $40,000. The Board does not believe this is a viable option. Motion carried unanimously.


9.      A Sanders/Gunder motion approved Resolution 2015-2, Exoneration of Real Estate Tax for the Tax Collector to turn over to the Tax Claim office. Motion carried unanimously.


10.  Final Period of Public Comment, Bill Wilhide asked about the Mentzer Meadow plans changing hands. The Board informed him that the plans have been withdrawn which will alter the waterline through that area. The present owner doesn’t want it run through that property.


11.  Also Harry Atherton asked how many people will be served by the water system when it is completed. He was informed that it will be between 200 and 300.


12.  The Board adjourned to an executive session at 9:10 am. on personnel issues.


13.  The Board reconvened at 9:38 am. They discussed personnel salaries and the fact that some are not in line with salaries in the area. A Sanders/Bumbaugh motion approved an increase of 35 cent an hour for Cathy Kozain, our office clerk and Vicki Nunemaker, our Township Secretary/Treasurer. The same motion approved giving Joseph Schorn our Water Plant Operator, a $1.50 an hour increase. Joe has also passed his sewer operators test. Motion carried unanimously.


14.  The meeting adjourned at 9:40 am on a Gunder/Sanders motion.
