1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Vice Chairman Bumbaugh.   John High, Engineer, and one resident were in attendance.

2.      There was nothing brought before the Board during the initial public comment period.

3.      The Minutes of June 17, 2015 were approved as written on a Bumbaugh/Sanders motion. Motion carried unanimously.

4.      Tomstown/Furnace Road update was given. John High presented the Board with payment #6 & 7 for electric contract. Their contract is completed. A Sanders/Bumbaugh motion approved the payment and retainage payment for the electrical contract. Based on Engineers approval. Motion carried unanimously.  Also the General Contractor has asked for payment #9 of $10,650. The retainage is still not being asked for because paving and some minor items at booster station, well and treatment plant before retainage can be released. Supervisor Bumbaugh informed the Board that an executive session is scheduled for next week with the Solicitor about possible litigation. A Bumbaugh/Sanders motion authorized Supervisor Gunder to initiate payment if warrantied after liquidated damages and discussion with the Solicitor has occurred. Motion carried unanimously.

5.      Municipal Park update informed the Board that the final inspection for the Grant will be on August 5th.

6.      The driveway at New Hope Ranch has not been addressed, so a letter will be sent to them.

7.      A Bumbaugh/Sanders motion approved the Grave/Manitowoc Renewal Permit from DEP. Motion carried unanimously.

8.      The Board reviewed the complaint about the Melvin Bigler property and the junk still at that residence. The Board will turn this over to our Code Enforcement Officer, Mike Hansen.

9.      A Bumbaugh/Sanders motion approved a letter written by our Solicitor about right of way being 33 feet on Barkdoll Lane since we receive liquid fuels money for upkeep on that road and work that needs to be completed. Letter to be given to the residents along Barkdoll Lane. Motion Carried unanimously.

10.  The Board was informed that a meeting was held with PSL on Monday July 20, 2015 about their new construction project. They will need fire flow for their construction. Quincy Home is going to have to install dry hydrants at two locations by the stream. One will need to be located at the Home on Orphanage Road and the second will have to be installed by the stream at Nunnery Road. The Township must have a backup water supply for the well at the Quincy Home by 2017 and will be connecting the new wells as soon as they can.

11.  There is a problem with the cul-de-sac on Landfill Road. Neighbor is saying that a large portion is on his property and he doesn’t want it there. Supervisor Bumbaugh is going to check in to this. If it is on his property the Township is going to relocate the cul-de-sac on Township owned property.

12.  The Supervisors are meeting with Representative Schemel this morning at 10 am.

13.  John High, engineer informed the Board that John Cox our Solicitor has contract 102 for review. We are looking at being able to advertise this contract the first or second week of August with the approximate cost for a copy of the bid packet being $350.00. A Supplement change of work on Creager Road for boring instead of an open cut. We should know by August 4 when we can put it out for bid.

14.  Supervisor Bumbaugh informed the Board that at the Junior Firefighter academy this past week, the Township was recognized for their support. The fire departments have been contacted and the Township will be exercising the fire hydrants on Tuesday evening, July 28, 2015.

15.  The last test results have arrived for the plant and we are now waiting to receive our operating permit from DEP

16.  No final public comment.

17.  The meeting adjourned at 9:03 am on a Sanders/Bumbaugh motion.
