 1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:40 am. by Supervisor Gunder with employee, Ed Wilson present.

     2.      There was no public comment.

     3.      The Minutes of June 5, 2012 were approved after one spelling correction on a Bumbaugh/Gunder motion. Motion carried unanimously.

     4.      The TCE Water Project is moving along. The Board is trying to get DEP to see things in the Townships perspective. There is going to be a meeting on June 27, 2012 at 9 am in the Township office with SAIC, Ron Horton and the Supervisors to address some issues. Right now we are pumping 75 gallons less than what is required by DEP and for a backup.

     5.      On the Furnace Road Water Project, we are still waiting to hear Mont Alto Municipal Authority’s decision. Phil Tarquino from the Franklin County Planning Commission believes that the decision will be favorable with a few minor adjustments. Solicitor Lisko reviewed the Second Class Township code and we can go to Court since it has been so long trying to get an agreement and have them decide about the water.

     6.      The Board discussed a Sewer usage policy Resolution. They received a request to have the user fee waved, because a property for sale has not been sold and has been for sale for about two years. After a brief discussion, the Board decided to let Supervisor Gunder write a resolution with a recommendation to include an amount of time the property must be idle, the prior bills must be paid in full and a possible reinstatement fee. The resolution would provide for a reduced rate during the idle months.

     7.      A Bumbaugh/Gunder motion approved appointing Supervisor Gunder as the representative to the Waynesboro Area Tax Bureau for the dissolution of the Waynesboro Area Tax Bureau. The money left in the Tax Bureau’s account will be divided between the members accounts based on the previous percentages.

     8.      Rich Adkins who has been working our Heritage Park brochure requested the Boards input as to when the brochure should be sent out. He also asked if the Board would like to have a ground breaking before or after the brochure is mailed out. The Board’s consensus is that they should wait for ground breaking until have something to show the residents. The Board is going to ask the Park & Recreation committee at their July meeting what they would prefer.

     9.      A Bumbaugh/Gunder motion authorized Joe Schorn to attend a public auction on June28, 2012 of the Charles Brake equipment. He is to purchase small equipment with the public works as well as the park in mind. Motion carried unanimously.

     10.  EMT Training was discussed due to a training information packet received from the County. The Board discussed the possibility of reinstating the fire and EMT program at Votech and see if the cost could be shared between members of the Alliance. Also the Board approved on a Bumbaugh/Gunder motion that up to five people per year could take the EMT training and  the Board would pay one half and at the completion of the training we would pay the remaining portion. Motion carried unanimously.

     11.  The Supervisors have a conference call with Cohen Law Group at 10:30 this morning to go over the renewal of the Comcast Cable Franchise. The Supervisors would like to see the service area expanded.

     12.  There is a problem at Hess Benedict Road and the entrance to the school on 997. Supervisor Bumbaugh contacted Andy Moore and they talked to Dave Rock. The pipe was put in wrong, but Penn Dot is going to correct.

     13.  Secretary is to call Dan Baer about meeting with Supervisors on Wednesday, June 27, 2012.

     14.  During final period of public comment, Ed Wilson informed the Board that he is working on the cost estimate for new pumps at the sewer plant. Also he will contact Paul Baker about signing the agreement for sludge application. They are also going to contact Ray Geesaman about signing an agreement for sludge application on his land. Landfill Road project has been completed

     15.  The meeting adjourned at 9:58 pm on a Bumbaugh/Gunder motion.
