1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 am by Chairman Bumbaugh followed by the Pledge of Allegiance. Three residents were in attendance.


2.      There was no initial public comment.


3.      The Minutes from June 6, 2017 were approved on a Wilson/Bumbaugh motion. Motion carried unanimously.


4.      Delinquent Sewer Collection Ordinance #155 was discussed. Supervisor Wilson did not remember seeing the whole Ordinance, so Supervisor Wilson read the Ordinance and then Solicitor Fenicle reviewed the Ordinance and we will take up the enacting later in the meeting.


5.      The Public Water Mainline Restoration was discussed. HRI has met with Supervisors and engineer. They are not finished with the restoration and do not consider July 2017 as their finish date. The punch list is being completed.


6.      Old Forge Bridge project is in full swing. The panels arrived yesterday and put into place in two hours. C. S. Davidson the county engineer and the engineer for this project were on site. Along with the grant from Soils conservation, we have received a grant, which was in a construction magazine, from CASE for $25,000 for equipment use for the project. This grant was open to anyone in the United States. We have used a track hoe and used $5000 of the grant already. The money is being paid directly to the local CASE dealer. Also it was clarified that the grant can be used to rent or toward the purchase of equipment. Groff out of Mechanicsburg is our local dealer. Groff has been very helpful with getting the equipment we need in the time frame needed. The grant is good only through the month of July since that is when we will have the project completed.


7.      Well # 7 testing has begun. The containers for the tests have arrived. The turbidity has been below what we are allowed. The testing is for 24 hour periods. Each 24 hours the pump is turned up by 10 and then the turbidity is tested. If the turbidity goes over the 5 allowed then we will back the pump down in increments of 5 gallons per minute.


8.      A Wilson/Bumbaugh motion approved the Delinquent Sewer Collection Ordinance as advertised and written. Motion carried unanimously.


9.      The Solicitor had nothing.


10.   During the final period of public comment, Frank Mong asked about the remaining vehicles on the Dan Baer property. Supervisor Gunder called and left him a message. Also he questioned about the buses at Dan’s property on Wayne Highway. He was informed that it is a business and that is allowed because he is still in business.


11.   Frank Mong also asked about the sewer problem on South Mountain.  Supervisor Bumbaugh informed him that he and Mr. Gunder were on site last Thursday and they were drilling test holes at that time and a modification is being recommended by the SEO. There is a Septic tank in the back of the home and the SEO approved the addition of a holding tank in the front which will replace the leach field and will have to be pumped on regular scheduled basis as set by the SEO and proof of pumping turned in to the Township office.


12.   The Case grant was discussed as to whether we should use the remaining amount left toward a purchase of a new piece of equipment. We can get the costars discount; Groff is also willing to give us a discount. We are looking at a compaction roller, skid loader, wheel loader or mini excavator. Compaction roller would be $59,800, Skid loader at $41,000, wheel loader at $38,900 and mini excavator at $48,500. We could purchase the new piece of equipment and then sell and make a profit. Supervisor Wilson is not a big fan of purchasing and reselling. Supervisor Wilson would prefer that all three Supervisors be present for a decision on a new piece of equipment. Purchase of new equipment tabled until next meeting and employees can evaluate equipment.


13.   A Wilson/Bumbaugh motion approved opening a new bank account for the purchase of the truck. Motion carried unanimously.


14.   Equipment to put FB material in place was inadvertently missed during the review of bid process. On a Wilson/ Bumbaugh motion the bid for that equipment from Hammaker was approved.


15.   When putting out bid material, Supervisor Wilson would like local vendors to be included in the mailing list.


16.   The meeting adjourned on a Wilson/Bumbaugh motion at 9:45 a.m.
