1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder. Joe John High from Brindle Associates, Corey Kaiser, Assistant Road Foreman, employee, Travis Schooley, Lance Kegerreis, Patty Nitterhouse and two Township residents were in attendance.


2.      There was no initial public comment.


3.      The Minutes of March 3, 2015 were approved as written on a Bumbaugh/Gunder motion. Motion carried unanimously.


4.      Tomstown/Furnace Road update was given. John High presented the Board with payment #5 for PSI, Payment # 3 for Eshenauer and Oyler Electric and payment # 1 for HVAC. The request was broken down as follows: Electric payment # 3 is for $37,538.15, Plumbing payment # 3 is for $8,735.96 and General Contract payment #5 is for $506,094.60 and HVAC payment # 1 for 28,491.45John High has reviewed the request  and the work has been completed. After a review by Supervisor Gunder the General Contract has a retainage of 5%, but because the project is behind schedule the retainage is to be 10 % John High will check into this. A Bumbaugh/Sanders motion authorized Supervisor Gunder to approve the payment for the General Contractor once the request for payment has been verified. Motion carried unanimously.  A Bumbaugh/Sanders motion approved payment of the three other contracts that have been approved by the engineer. Motion carried unanimously. Well # 6 is being developed in to a production well by the Hydro geologist and the well driller.


5.      Resolution 2015 -4 Dedication of Mowrey Drive was approved on a Sanders/ Gunder motion. Supervisors Sanders and Gunder voted in favor of the motion, while Supervisor Bumbaugh abstains from voting due to being involved in the right of way agreements. Motion carried.


6.      Supervisor Bumbaugh in formed the Board that the right to know requests from Ed Wilson have cost the tax payers approximately $4000 which is none recoverable from Mr. Wilson. Also Mr. Wilson has filed an appeal of the one denial of a portion of his right to know request. The appeal was faxed to the state office of open records at 9:38 am from Washington Township Municipal Authority location.


7.      Lance Kegerreis, from Dennis Black Engineering, is here representing a plan from White Rock. White Rock would like to fill in the flood plan just above Mont Alto Borough Line in Quincy Township.  White Rock needs approval from FEMA to proceed with the development or will not be able to develop that portion of property. The Board believes that Mont Alto borough should be sent information of the perspective development as a curtesy           A Bumbaugh/Sanders motion approved signing the paper work needed from the Township for White Rock to send to FEMA and sending a letter to Mont Alto by the Township and also from White Rock. Motion carried unanimously. Also Lance asked the Board to proceed with contacting Guilford Municipal Authority about water for this development. The Board should have approximately a year to negotiate with Guilford for water.


8.      A Sanders/ Bumbaugh motion approved box call changes for SMVFD/MAVFD making them dual dispatch when a call comes in. Motion carried unanimously.


9.      Supervisor Bumbaugh discussed the swale on Bakner Road. A resident there has smashed the pipe and has caused the swale to fill. We will have Mike Hansen send a letter and if still continues we will get Solicitor involved.


10.  Supervisor Gunder presented a letter to be sent to Waynesboro Area School District about merging the two tax Boards and their voting against for clarification purposes.


11.  There was no final public comment.


12.  The Board adjourned to an executive session at 9:35 am. The Board reconvened at 9:45 am. They discussed a personnel issue with no decision being made.


13.  The meeting adjourned at 9:46 am on a Sanders/Gunder motion.
