  1. Meeting of Quincy Township Board of Supervisors was called to order at 8:30 am by Chairman Bumbaugh followed by the Pledge of Allegiance.  Two residents, Corey Kaiser and Jim Kauffman, employees, were in attendance.


  2. There was no initial public comment.


  1. The Minutes from March 6, 2018 were approved on a Wilson/Bumbaugh motion. Motion carried unanimously.


  1. The Public Water Ordinance (Revised Ordinance 137) was approved on a Wilson/ Gunder motion. Motion carried unanimously.


  1. The Road Materials and equipment bids were opened. Before opening the bids, it was announced that the Township reserves the right to use the bids received or use COSTARS whichever is cheaper.

Schlusser does not want the bid for the truck if he doesn’t get the bid for his other equipment. Upon reviewing his bid, it was higher than everyone else’s for the equipment. The Hot mic paver was $225, and the milling machine was $550.

A Wilson/Gunder motion approved SGI ‘s bid for aggregates because of the closer distance to travel. Motion carried unanimously.

A Gunder/Wilson Motion approved D.L. George’s bid for shale. Motion carried unanimously.

A Wilson/Gunder Motion approved New Enterprise’s bid for sand. Motion carried unanimously.

A Gunder/Bumbaugh motion approved St. Thomas’s bid for Superpave. Motion carried unanimously. 

A Gunder/Wilson motion approved Marshall’s Welding ‘s bid for a portable welder. Motion carried unanimously.

A Wilson/Gunder motion approved Alpha Space’s bid for Line painting. Motion carried unanimously.

A Gunder/Wilson motion approved Hammaker East’s bid for oils and chipping equipment. Motion carried unanimously.

A Gunder/Wilson motion approved John Kahl, Jr. Excavating for all the rental equipment he bid. Motion carried unanimously.

A Wilson/Gunder motion approved AAA Paving’s bid for all the rental equipment he bid on. Motion carried unanimously.


  1. The Board was informed by Supervisor Gunder that an agreement needs to be drafted between the Mont Alto Municipal Authority and Quincy Township for the latter supplying public water to the proposed White Rock Town Center Development.  We still have not received a land development plan for the center from White Rock.


  2. Transource Power Line Special Counsel was discussed.  It has been brought to the Supervisors attention that the Township cannot represent their selves at the Transource hearings. The Township must be represented by legal counsel. There are going to be public hearings in Franklin and York County. We can be an active participant or a limited participant. If we are active we will receive every document filed, but if limited will only receive some documents. A Bumbaugh/Gunder motion approved going active and getting service of documents and information., without requiring our Solicitor to read each document supplied by the PUC.  Motion carried unanimously.


  1. A Gunder/Wilson motion approved the purchase of two soccer goals at $150 each for addition to the Park Complex. A Township resident has offered his services to assemble and install the goals. Motion carried unanimously.


  1. Supervisor Gunder informed the Board that the DCED Small Water Grant application for the Tomstown waterline was filed, but the CDBG grant application that we filed in 2017 for the same Project, where we received approval for $62,594, continues to receive close scrutiny, and we have received another list of questions from DCED through Franklin County Planning Dept. Supervisor Gunder will answer questions.


  1. A Wilson/Gunder motion approved replacing the Billing Clerk’s computer using Liquid Fuels money. Motion carried unanimously.


  1. Supervisor Bumbaugh reported that there are no issues at the sewage plant per DEP’s recent inspection.


  1. The Solicitor had nothing to present.


  1. There was no final public comment.


  1. The Board adjourned on a Bumbaugh/Gunder motion to an executive session to discuss property acquisition.


  1. The Board reconvene at 9:55 am. A Bumbaugh/Gunder motion approved moving forward with land acquisition grant application to DCNR for Park addition. The deadline for submission is April 11, 2018. Motion carried unanimously.


  1. Resolution 2018- 5, Grant Application for Land Acquisition for the Park was approved on a Bumbaugh/Gunder motion. Motion carried unanimously.


  1. The April 3rd meeting may be cancelled due to it only being six working days from the date of this meeting and no new agenda items are expected.
