1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder.  Corey Kaiser, Road Foreman, Travis Schooley, project coordinator, John High, Engineer and two residents were in attendance.

2.      There was nothing brought before the Board during the initial public comment period.

3.      The Minutes of May 5, 2015 were approved as written on a Sanders/Bumbaugh motion. Motion carried unanimously.

4.      Sealed bids were received from Road materials, equipment and line painting. We received bids from Valley Quarries, St Thomas Development, Alpha Space Control, AAA Paving & Excavating, Inc., D. L. George & Sons, and Hammaker East. A Bumbaugh/Sanders motion accepted the bids from D. L. George & Sons for slate, Hammaker East all their bids and AAA Paving all their bids. The other material, equipment and line painting will be put out for bids again. Motion carried unanimously.  The bids were accepted, but can use costars pricing if it is lower.

5.      Tomstown/Furnace Road update was given. John High presented the Board with payment #7 for PSI, Payment # 5 for Eshenauer and Oyler Electric and payment # 3 for HVAC. The request was broken down as follows: Electric payment # 5 is for $19,267.10, Plumbing payment # 5 is for $9,075.59 and General Contract payment #7 is for $281,348.00 and HVAC payment # 3 for $ 5,729.45.  John High has reviewed the request and the work has been completed. A Bumbaugh/Sanders motion approved payment of the contracts for Electric HVAC and Plumbing that have been approved by the engineer. Motion carried unanimously. After further discussion, a Bumbaugh/Sanders motion approved payment of the General Contract  with zero retainage subject to review and approval by our counsel from Rhoads & Sinon. Motion carried unanimously.

6.      The Upper Comfort Station in the Park Project is progressing with the exterior being complete. We are waiting on electrical and plumbing supplies to arrive. The project will need to be completed within a month, due to inspections for DCNR which need to be completed by June 30, 2015. Paul Dively is using the new mower to mow the park and it is working out quite well. We may need to ask the ball teams to help mow the grass if they want it any shorter.

7.      A Sanders/Bumbaugh motion approved Ordinance #151 Amending Public Water Connection/User Fees. Motion carried unanimously.

8.      A Bumbaugh/Gunder motion approved Resolution 2015- 6, Establishing Public Water Connection/User Fees. Motion carried unanimously.

9.      A Bumbaugh/Sanders motion approved Resolution 2015-7, Record Deposition Policy. Motion carried unanimously.

10.  The front end loader that was involved in the accident at the upper comfort station needs to be either repaired or replaced. The insurance company believes there is $25,000 in damages done to the equipment. The loader is only worth resale value when repaired is around $15000. The insurance company will repair with used parts or they will give us $40000 toward the purchase of a new piece of equipment and they will take the old machine. The difference the Township would owe is between $70,000 and 75,000 for a new piece of equipment. A Gunder/Bumbaugh motion approved the insurance company giving the money toward a new piece of equipment and the Township dividing the remaining cost amount between the funds. Motion carried unanimously.

11.  Supervisor Bumbaugh informed the Board that the next workshop is to be held on June 18th, but the secretary and supervisor Bumbaugh will be at a NIMs class on the 18, 19 and 20 of June. The Board agreed to move the Workshop to 8:30 Am on June 17th, 2015.

12.  Supervisor Bumbaugh informed the Board that he made inquiries about grant money to have a tire cleanup. Michele at PAS Clean Ways, informed him of a grant called 25 in 25. It is for 25 $1000 grants. The application needed to be in by May 15, 2015. We worked diligently and submitted the application on Thursday, May 14, 2015.

13.  Supervisor Bumbaugh informed the Board about Clem Mellott opening his own inspection agency. Before the Board decides to use more that the Two Accredited and CCIS, we will need to check out the rates Clem will be charging.

14.  Also for the June 2nd meeting Supervisor Bumbaugh will be out of town.

15.  Supervisor Bumbaugh informed the Board that during the election there were right to know requests which were appealed. The Board asked for the Solicitors advice. Solicitor Advised to give the information to save the Township from spending more money considering the cost the Township has already incurred due to the labor to provide the information requested. The Board is going to meet with Representative Schemel about Right to know law at 10 am this morning. During the election candidate Ed Wilson sent out a letter about the Township fighting the right to know request and the Supervisors have the Solicitor fight the request. The Solicitor was not asked to fight the request the Solicitor was used by the Board to advise on what legal could be given, not to fight the request. The items in his letter were not true facts and he kept submitting request for the same information. Supervisors Bumbaugh informed the residents that a lot of time was spend on answering phone calls and questions which information given out was taken out of context.

16.  Advanced Technology Specialist has the internet service and equipment to set up Wi-Fi for the Park. We have received the bill. Also the office would like to have a cashiering station step up to receive payments through.

17.  Supervisor Bumbaugh informed the Board of a sewer issue on Monn Drive which caused overtime and he feels a lot of the issue was the Township’s responsibility.

18.  Supervisor Gunder informed the Board that we would need to apply for the competitive CDBG money for the bridge at Old Forge.

19.  Supervisor Gunder informed the Board that the grant that we were going to apply for our Sludge Tank cannot be used for that purpose. The grant is for planning only related to the Sewage Facilities Act.  Can apply for a recreational Grant for a pavilion at the top of the hill by the Upper Comfort Station for up to $250,000 with a 15% match.

20.  Supervisor Gunder  informed the Board that there are people complaining to Rep. Schemel’s office about dumping in forest area on Staley Road and Old Forge Road.

21.  No final Comments were voiced during the Final Comment Period.

22.  The Board adjourned to an executive session for a personnel issue at 10:03am.

23.  The Board reconvened at 10: 20 am. The Board has decided to hire 1or 2 summer helpers for concession stand and on an as needed basis. Also, in light of a failure to follow supervisory directions and lack of congenial behavior with fellow employees/supervisors, the Sewer Billing Clerk, Susan Bowman, will be terminated effective June 1, 2015. A Sanders/Bumbaugh motion approved the termination. Motion carried unanimously.

24.  From henceforth, due to partisanship shown by the Record Herald Editor on printing letters to the editor,  all ads for Township Business will be placed in other media outlets.

25.  The meeting continued with Representative Schemel and Supervisors discussing areas of concern.

26.  The meeting adjourned at 11:30 am on a Gunder/Bumbaugh motion.
