  1. Meeting of Quincy Township Board of Supervisors was called to order at 8:30 a.m. by Chairman Gunder followed by the Pledge of Allegiance.


  2. There was no initial public comment.


  1. The Minutes of October 2, 2019 were approved on a Bumbaugh/Wilson motion. Motion carried unanimously.


  1. An update was given on the Eminent Domain request by the Saddle Club attorney for interest on the just compensation. Solicitor Fenicle has filed a brief and now the court will set a hearing date.


  1. A meeting for the 2019 CDBG Applications is going to be held at 10:30 a.m. today at the Franklin County Commissioners Office. The County Commissioners have some questions on our application. The main reason the grant was applied for was to supply a redundant source of water for Quincy Village. The Township would like to start the project in 2020. With the amount of grant money available for 2019, we would only be able to install a 2300 foot line to the intersection of Shoestring Hill and Mentzer Gap Roads. This distance does not include the Twp. doing the first 1000 feet of line from within our line of credit with Orrstown Bank.


  1. A Bumbaugh/Wilson motion approved the Clifton and Ella Daywalt Subdivision Plan. Motion carried unanimously.


  1. The Joseph Middour Subdivision was approved on a Bumbaugh/Wilson motion. Motion carried unanimously.


  1. A Bumbaugh/Wilson motion approved the Portnoff Renewal Agreement for one additional year. Motion carried unanimously.


  1. The Liquid Fuels Audit has been completed and there were no findings.


  1. Supervisor Bumbaugh informed the Board that the pipe project on Anthony Highway near Mont Alto has been stopped for the present time.


  1. Supervisor Wilson informed the Board that the Woodlief house on South Mountain has now been torn down, but the septic will need to be repaired or replaced.


  1. Supervisor Wilson asked about the replacement of the air panels at the sewer. He was informed that Parkson doesn’t have them anymore. Jim Kauffman is checking with Kappe.


  1. A discussion was held on needing to replace Planning Commission Members and securing alternates.


  1. A discussion was also held on why the 300 foot distance from a main line to a dwelling for sewer connection was discussed and enacted.  Seems the Sewer Authority requested the Twp. enact the Ordinance in the year 2000 based upon an increase in the distance from 150 to 300 feet, but none of the minutes state why.  It can only be assumed that it had something to do with RUS and the amount of connections necessary to pay for the system investment.
