1.       Meeting of Quincy Township Board of Supervisors was called to order at 7:00 pm. by Chairman

Bumbaugh followed by the Pledge of Allegiance.  Nineteen residents were in attendance.


2.       There was no initial public comment.


3.       The minutes of January 18, 2018 were approved as written and the bills for January 2018, except those paid to the Supervisors on a Gunder/Wilson motion. Motion carried unanimously.


4.       Solicitor Fenicle informed the Board that the Attorney General has approved the termination of the trust of the Fairview-Tomstown Community Association with BB&T. Solicitor Fenicle has prepared the relief and indemnification agreement, so the assets can be forwarded to the Township. A Wilson/Gunder motion approved signing the release and indemnification agreement. Motion carried unanimously.


5.       The Mountain Valley Riders Saddle Club update was given. We need to get another appraisal for comparison purposes.  Also, Supervisor Gunder read a letter from the only surviving member of the organization who sold the property to the Club for $2. He feels like the sale of the property was essentially a gift and if the property is sold, the proceeds should revert to the Association for use in the community for the street lights.  A Gunder/Wilson motion approved making it part of our minutes. Motion carried unanimously.


6.       A Gunder/Wilson motion approved Ron Ellis as a member of our Appeals Board. Motion carried unanimously.


7.       A Gunder/Wilson motion approved changing our February workshop from February 15 to February 22. Motion carried unanimously.


8.       Supervisor Wilson was informed that the delinquent collections are moving forward now that we have Freedom Systems straightened out on the history files.


9.       Supervisor Gunder informed the Board that a Zoning Hearing Board Hearing for Solomon Hess is scheduled for February 13, 2018.  A letter of no objection has been sent from the Zoning Officer.


10.   The Board will have a meeting with Mont Alto Municipal Authority to discuss water for the Penn National Town Center on Thursday, February 8, 2018 at 6:30 pm.


11.   A Gunder/Wilson motion approved writing a letter in support of the Franklin County Emergency Alliance perusing a grant to do a study to retain volunteer emergency personnel.


12.   A Wilson/Gunder motion approved the Costars salt contract for 2018-2019. Motion carried unanimously.


13.   The paper work has been submitted to complete the Dirt & Gravel Road Grant for Green Corner Road. The work on Green Corner Road should be completed by June.


14.   The PA Small Water and Sewer Grant application for $208,000 will be submitted by the end of February.


15.   The Solicitor had nothing to present.


16.   During the period of final public comment, Kathy Misner submitted more signed petitions in favor of the Mountain Valley Saddle Riders Club grounds being obtained by the Township.


17.   Frank Mong asked about the property on the corner of South Mountain Road and Old Forge. The citation was filed at the magistrate’s office but was rejected for not having an arresting officer’s  number on it. Our code enforcement office is in the process of getting their numbers assigned by the magistrate and once obtained the magistrate can proceed with the hearing.


18.   Frank Mong also asked about the few vehicles still on the Dan Baer property on Orphanage Road. Mike Hansen, our Code Enforcement Officer, is handling this violation. Solicitor Fenicle is going to contact Mike to see where he is with this and if it was filed correctly. If filed as a nuisance it is a criminal offense, but as a zoning ordinance violation it is a civil offense.
