1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:25 am by Chairman Gunder followed by the Pledge of Allegiance. One resident and John High from Brindle Associates were in attendance.


2.      During the period of public comment, Harry Atherton informed the Board that he had not been notified when they applied sludge to the field behind him.


3.      The Minutes of October 23, 2014 were approved on a Bumbaugh/Sanders motion with correction to number 9 being made two Bumbaugh residences. Motion carried unanimously.  The bills except those paid to the Supervisors were approved on a Bumbaugh/Sanders motion. Motion carried unanimously.


4.      The TCE Water Project contract 101 is underway. We have received our first payment request, which has been reviewed by our engineers and everything is acceptable. The request is for $106,619.40 and we will have until the end of December to pay the request. A Bumbaugh/Sanders motion authorized Supervisor Gunder to sign the authorization for payment and to submit the request to DEP. Motion carried unanimously.


5.      The Supervisors have hired another counsel to write an opinion letter to the Municipal Park Grant. The letter has been written and will be submitted to Beth at DCNR.


6.      A Sanders/Bumbaugh motion approved advertising Ordinance 149 and 150 for Health Insurance/UC Trust Participation for enactment at our December workshop. Motion carried unanimously.


7.      A Bumbaugh/Sanders motion approved advertising our preliminary 2015 budget to have final approval on December 18, 2014 at our December workshop unless there is inclement weather, then the budget will be approved on December 22, 2014 at a workshop meeting that day. Motion carried unanimously.


8.      A Sanders/Bumbaugh motion approved the Franklin County Area Tax Boards 2015 budget. Motion carried unanimously. Also a Sanders/Bumbaugh motion approved keeping our representatives to the tax board the same as last year. Robert Gunder is the representative and Vicki Nunemaker is the alternate. Motion carried unanimously.


9.      Bumbaugh/Sanders motion approved the funding request from the Franklin County Safety Training Center for 2015 in the amount of $831.15. Motion carried unanimously.


10.  Supervisor Gunder informed the Board that the Lahinch Subdivision in Guilford Township is being reviewed. This subdivision will impact our sewer. There will be 48 houses total that will have their sewer coming to Quincy Plant. There are a few items that need to be clarified, before they connect to the sewer.


11.  A Sanders/Bumbaugh motion approved a donation of $100 for fruit for the Mont Alto Fire Company Toy Drive. Motion carried unanimously.


12.  Supervisor Bumbaugh informed the Board that we did not get the bucket truck that we placed a bid on at Washington Township.


13.  Supervisor Bumbaugh has also requested from Penn Dot that we cinder and plow route 233 and Loop Road in South Mountain since we must travel them anyway to do our Township Roads. He has not received a response from Penn Dot yet.


14.  Supervisor Bumbaugh would like to check into charging an amusement tax for the golf courses in Quincy Township. He believes it would not be a large impact on the golfing business. The Board will research and discuss at a later meeting.


15.  A Bumbaugh/Sanders motion approved McCamley reviewing the well at Tarman Springs after well #6 is developed. Motion carried unanimously.


16.   A Sanders/Gunder motion approved McCamleys evaluation at the two Bumbaugh residences for the water problem, but will wait until have determination from insurance company before proceeding. Supervisor Bumbaugh abstained from the vote.


17.  A Bumbaugh/Sanders motion authorized Christmas Bonus for the employees and the amount will be the same as last year. Motion carried unanimously.


18.  Supervisor Gunder discussed the New Hope Shelter in the Township. We have received some complaints and one letter from township residents about the people being housed at the shelter. The permit which was issued after 4 days of zoning ordinance deliberation, was granted under the Group Home provisions of the ordinance; after which it was again reviewed when the article appeared in the newspaper and a meeting was held with the owners and administrator of the facility.  Supervisors requested three things from them. (1)We wanted a copy of their screening process, (2) their emergency operations plan and (3) paving of their driveway. Our Code enforcement officer and a Supervisor have since inspected the facility and requested a summary list of the type of offenses of persons being housed there. We have received a copy of their screening process and the list of offenses, none of which appear to be an abnormal threat to the community.  The ZO has the ability to periodically check on the type of people being housed in the facility.


19.  Supervisor Bumbaugh would like to have an informational meeting for the residents about the TCE project after the first of the year.


20.  The Board adjourned to an executive session at 9:25 am.


21.  The Board reconvened at 9:52 am they discussed personnel issues, but no updates.


22.  The meeting adjourned at 9:53 am on a Bumbaugh/Sanders motion.
