September 20, 2012

     1.      Meeting of Quincy Township Board of Supervisors was called to order at 8:35 am. by Supervisor Gunder followed by the Pledge of Allegiance.

     2.      There was no public comment.

     3.      The Minutes of August 23 and August 29, 2012 and the bills except those paid to the Supervisors were approved on a Sanders/Bumbaugh motion. Motion carried unanimously.

     4.      The public hearing was held for the Zoning Ordinance Amendment, Ordinance #143. With there being no public present a Bumbaugh/Sanders motion approved adopting Ordinance #143. Motion carried unanimously.

     5.      An update on the Tomstown TCE Water System was given. The Supervisors have received an itemized list of invoices sent to DEP and the payment amount received from DEP for those invoices. DEP is holding the last invoice due to not having specific names for the Township labor that they have been invoiced for.

     6.      There is a meeting at the Quincy Township Municipal Office Building on September 25, 2012 at 6:30 pm with Mont Alto Municipal Authority to discuss the Furnace Road Water project.

     7.      Rex Benchoff was contacted about the retaining wall at Supervisor Bumbaugh property. Rex suggested that the whole wall needs to be replaced. The insurance will not cover replacing the wall due to it being a contractor who laid the sewer line and an inspector signed off on it. Supervisor Sanders told Supervisor Bumbaugh to get some quotes.

     8.      The bids for the Tarman Spring Well Drilling Project were opened. We received bids from Funks, H & H, Negley’s and Whislers.

                  Funks – $18,965 for six inch with addition for 12inch.

                  H & H - $33,726 with additives

                  Negley’s - $17,975 with additives

                  Whislers - $28,880

Negley’s has the best price. A Sanders/Bumbaugh motion accepted the well drilling bid, and our water department reviewing lowest two bids and then making the final decision. Motion carried unanimously.

 9.      A Bumbaugh/Sanders motion approved the Vernon & Barbara Socks Lot Addition. Motion carried unanimously.

     10.  A Bumbaugh/Sanders motion approved the Minimum Municipal Obligation for 2013 at $23,520.96. Motion carried unanimously.

     11.  Supervisor Bumbaugh informed the Board that Mike Hansen from Accredited Services is in contact with Franklin County Agency on Aging about the hoarding situation at the corner of Old Forge and South Mountain Road.

     12.  Supervisor Bumbaugh informed the Board that the Secretary is going to work on next year’s budget and that Cathy’s computer is to be replaced and will be included in the budget.

     13.  Also the Supervisors discussed driveways in the Township which have not been constructed according to the driveway permits. A list is being made and notification will be mailed out to the present home owner that they need to bring the driveway into compliance. When Mike Hansen is ready to give a certificate of occupancy for the property, we will have him check on the driveway permit.

     14.  A Bumbaugh/Sanders motion approved Quincy Township contribution to the Franklin County Drug Task Force for 2013 of $2675.10. Motion carried unanimously. Supervisor Sanders had a brief discussion with the Board on the Furnace Road Water Project.

     15.  The Board adjourned to an executive session at 9:30 am.

     16.  The Board reconvened at 9:32 am. Discussion on Travis Schooley and providing insurance. A Bumbaugh/Gunder motion approved providing insurance for Travis based on the amount of hours he has been working.

     17.   Motion carried unanimously.

     18.  The meeting adjourned at 9:33 am. on a Gunder/Bumbaugh motion.
